In a recent move to boost the Kingdom’s digital management and development, the Cambodian government issued a sub-decree on June 22nd, establishing the General Department of Digital Economy under the Ministry of Economy and Finance. The sub-decree, issued by Prime Minister Hun Sen, comprises three chapters and 10 articles that outline the mission, duties, responsibilities, and structure of the new department.

Mission and Responsibilities

The General Department of Digital Economy will be administered by the finance ministry and has been given the mission to lead, manage, and develop Cambodia’s digital economy. The department will operate based on market economy principles and social equity, aligning with current policies, strategies, planning, laws, and legal provisions.

The department’s responsibilities include preparing and implementing policies, strategies, plans, and programs related to the digital economy. It will also participate in the preparation and enforcement of legal standards related to the digital economy. Additionally, the department will be involved in research, analysis, follow-up, and evaluation of developments and trends in regional and global digital economies, among other tasks.

Department Structure

The General Department of Digital Economy will consist of three main departments:

  1. General Affairs Department
  2. Digital Economy Infrastructure Department
  3. Digital Economy Programme Department

“The establishment of the General Department of Digital Economy marks a pivotal moment in Cambodia’s digital transformation journey. With a dedicated focus on innovation and progress, the Kingdom is poised to embrace a future filled with immense growth and opportunities in the digital sphere.”

Push for Digital Development

Minister of Post and Telecommunications, Chea Vandeth, is currently promoting digital development through various programs, including digital talent competitions. He recently announced that commune halls and schools throughout Cambodia would soon receive internet connections, further emphasizing the government’s commitment to enhancing the nation’s digital infrastructure and capabilities.

The establishment of the General Department of Digital Economy signifies a crucial step in Cambodia’s journey towards embracing digitalization and adapting to the rapidly changing global digital landscape. With a clear mission and structure in place, the department is well-positioned to lead the Kingdom into a new era of digital growth and development.
