From the 11th to the 18th of May 2024, Dr. UN Kheang, the esteemed Secretary of State of Cambodia’s Ministry of Foreign Affairs and International Cooperation (MFAIC), conducted an official visit to the prestigious MGIMO University of the Ministry of Foreign Affairs of the Russian Federation. This visit marked a significant step forward in fostering academic and diplomatic relations between Cambodia and Russia.
During his stay, Dr. Kheang engaged in productive discussions with MGIMO’s management team, led by the Vice-Rector for Research Affairs, Dr. Andrey Baykov. The dialogue centered around several cooperative initiatives, including short-term training programs for Cambodian diplomats, the exchange of scholars and professors between the National Institute for Diplomacy and International Relations (NIDIR) and MGIMO, and the organization of lectures by Russian diplomats and academicians at NIDIR. Additionally, both parties explored scholarship opportunities for Cambodian students at MGIMO, further strengthening educational ties between the two nations.
A landmark event during Dr. Kheang’s visit was the Awarding Ceremony of the Royal Order of the Sahametrei Officer to Dr. Anatoly Torkunov, Rector of MGIMO, in recognition of his longstanding dedication to education in Cambodia. The award was graciously presented by Ambassador PICHKHUN Panha, Cambodia’s Ambassador Extraordinary and Plenipotentiary to the Russian Federation. The ceremony provided a platform for Dr. Kheang and Dr. Torkunov to discuss various topics, including MGIMO’s role in Cambodian human resource development, future collaboration plans, and Dr. Torkunov’s interest in visiting NIDIR.
Moreover, Dr. Kheang participated in two notable events. The first was the MoU Exchange Ceremony between NIDIR and MGIMO, signifying a new chapter in the partnership between the two institutions. The second event featured Dr. Kheang delivering a keynote speech on “Cambodia’s Role in ASEAN” at the ASEAN (and EAS) Model Opening Ceremony organized by the ASEAN Center of MGIMO University. His insights were shared with ambassadors, diplomats from ASEAN Member States in Russia, as well as MGIMO students, professors, and participants of the ASEAN and EAS Model. The event underscored Cambodia’s pivotal role within ASEAN and its commitment to fostering regional cooperation and understanding.
Dr. Kheang’s visit to MGIMO University reflects the growing cooperation and partnership between Cambodia and Russia in areas of diplomacy, education, and international relations, highlighting the mutual commitment to enhancing bilateral relations for the benefit of both nations.
