NBC Governor Discusses Strengthening Cambodia-China Financial Cooperation

Phnom Penh – H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia (NBC), welcomed a delegation from the Chinese Embassy in Cambodia, led by Ms. Zhong Jie, Commercial Counselor, for a courtesy meeting focused on enhancing financial sector collaboration between Cambodia and China.

During the discussion, H.E. Dr. Chea Serey highlighted the Memorandum of Understanding (MoU) between the NBC and leading Chinese payment platforms Alipay and UnionPay International. The agreement, centered on Cooperation on Cross-Border QR Code Payment, aims to facilitate seamless and secure transactions through KHQR, linking Cambodia’s Bakong system with globally recognized QR codes.

Beyond digital payment integration, the NBC Governor emphasized the importance of capacity building, proposing increased scholarship opportunities for Cambodian students and officials pursuing higher education in China. Additionally, she suggested exploring the possibility of technical experts from the People’s Bank of China (PBOC) providing direct support to NBC officials, strengthening institutional expertise and operational efficiency.

The meeting reaffirmed both parties’ commitment to deepening financial and banking cooperation, fostering innovation, and enhancing cross-border transaction efficiency.
