In a recent address at the 2023 annual meeting of the Public Financial Management Reform Program-Stage 4, held at Sokha Phnom Penh Hotel, Cambodian Prime Minister Hun Manet outlined the necessity of incorporating four crucial elements to ensure the effectiveness of reform initiatives. The meeting, which took place on Wednesday, February 14, served as a platform for the Prime Minister to share his insights on the driving forces behind successful reforms.
Prime Minister Hun Manet emphasized that for reform efforts to be fruitful, they must be grounded in a clear and well-defined objective. This clarity of purpose ensures that all involved parties are aligned towards a common goal. Additionally, he stressed the importance of steadfast dedication to the cause, highlighting that unwavering resolve is critical in overcoming the challenges that reforms inevitably face.
Furthermore, the Prime Minister pointed to the importance of authentic involvement from all stakeholders. Lastly, he noted the necessity of willingness to make personal and collective sacrifices, acknowledging that meaningful change often requires difficult decisions and compromises.
Prime Minister Hun Manet also reflected on the progress Cambodia has made over the past two decades in the realm of public financial management reform. He remarked on the considerable strides taken to improve this sector, attributing these advancements to the collective effort and dedication of all those involved in the reform process.
He also acknowledged the inherent challenges associated with reform efforts, noting that the path to significant achievements is seldom easy and requires continuous effort and perseverance. In light of these challenges, the Prime Minister reaffirmed the commitment of the seventh-mandate Royal Government to persist in the pursuit of reform, guided by the principles set forth by Samdech Techo. These principles, which include self-assessment, rejuvenation, thorough examination, and decisive action, are seen as critical to maintaining momentum and achieving long-term success in reform endeavors.
