On November 6, Cambodian Prime Minister Hun Manet held a significant meeting with Senior General Min Aung Hlaing, Chairman of Myanmar’s State Administration Council, in Yunnan Province, China. This diplomatic encounter unfolded alongside the 8th Greater Mekong Subregion (GMS) Summit, providing a meaningful platform for both leaders to explore regional collaboration and development.

The GMS Summit, held under the theme “Toward a Better Community Through Innovation-driven Development,” aimed to bring regional leaders together to discuss pressing matters of economic integration, sustainable development, and collaborative progress. As participants in this influential gathering, both Prime Minister Hun Manet and Senior General Min Aung Hlaing contributed to broader discussions on regional stability and growth, addressing shared priorities that are essential to fostering resilient development across the Mekong region.

In addition to the GMS Summit, the meeting coincided with the 10th Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS) Summit and the 11th Cambodia-Laos-Myanmar-Vietnam (CLMV) Summit. The ACMECS Summit, themed “Towards Seamless Connectivity for Mekong Sub-regional Integration,” highlighted the importance of cross-border cooperation and infrastructure connectivity to promote economic integration in Southeast Asia. Meanwhile, the CLMV Summit centered on strengthening bonds of friendship and solidarity among member nations, with an emphasis on resilience and shared prosperity.

The three summits took place in Kunming, Yunnan Province, from November 6 to 7, 2024, gathering leaders from the Mekong sub-region to engage in comprehensive dialogues on sustainable development and regional integration. The collective objective of these summits was to outline a strategic vision for enhancing connectivity, addressing infrastructure gaps, and promoting collaborative innovation across the Mekong nations.

At the core of these discussions was the recognition of the unique challenges and opportunities faced by the Mekong countries, including Cambodia and Myanmar. In light of their economic and geographic proximity, regional stability and connectivity remain vital for both nations. Cambodia and Myanmar, as members of the GMS and ACMECS frameworks, share the common goal of creating a sustainable environment for growth, with economic development initiatives that benefit the broader region.

Prime Minister Hun Manet’s dialogue with Senior General Min Aung Hlaing reflected Cambodia’s commitment to active participation in regional frameworks that prioritize mutual prosperity and cross-border collaboration. Through these discussions, both leaders underscored the importance of advancing infrastructure projects that can boost connectivity, trade, and mobility between countries. This includes enhancing transport corridors, upgrading infrastructure, and implementing innovation-driven initiatives that support both economic growth and environmental sustainability.

The GMS, ACMECS, and CLMV platforms serve as essential channels for exchanging ideas and fostering partnerships that are crucial for addressing the economic disparities and developmental challenges across the region. The summits provided an opportunity for Cambodia to advocate for solutions that prioritize regional cooperation in addressing climate resilience, food security, and sustainable energy. Given the transboundary nature of these issues, collaborative approaches are essential to creating resilient communities and promoting long-term regional stability.

This meeting and the concurrent summits illustrate Cambodia’s role in supporting frameworks that drive inclusive and sustainable development across the Mekong sub-region. The emphasis on themes such as seamless connectivity, innovation-driven development, and shared resilience resonates with Cambodia’s vision for a prosperous and well-connected Southeast Asia. By continuing to engage in multilateral platforms, Cambodia reaffirms its commitment to fostering a stable, integrated, and forward-looking region where economic and social progress can thrive.

Prime Minister Hun Manet’s presence and active participation in these dialogues underscore the importance Cambodia places on international collaboration, demonstrating the country’s dedication to contributing positively to Southeast Asia’s future. Through ongoing engagement with its neighbors, Cambodia is helping to build a region where the benefits of development extend across borders, creating opportunities for all member nations in the Mekong sub-region.
