The Ministry of Post and Telecommunications (MPTC) has released its five-year achievement report (2020-2024) and strategic roadmap, underscoring its commitment to advancing Cambodia’s digital transformation. With an ambitious target to achieve universal internet and mobile service coverage by 2027, the Ministry is spearheading infrastructure expansion, cybersecurity measures, and service quality improvements.

Expanding Telecommunications Infrastructure

As of 2024, Cambodia boasts 13,498 antenna towers nationwide, significantly enhancing 4G mobile coverage from 84.2% of the population and 60% of the land area in 2020 to 93.2% of the population and 82% of the land area. The milestone was announced at the “Five-Year Achievements of the Journey towards Digital Transformation and Future Directions” convention held at Sokha Phnom Penh Hotel.

Minister of Post and Telecommunications Chea Vandeth reaffirmed the Ministry’s dedication to nationwide digital inclusion. “By 2027, we aim to provide complete phone and internet service coverage across Cambodia. Currently, we cover over 80% of the country, and we are working tirelessly to improve connectivity and service quality,” he stated.

Overcoming Challenges in Digital Expansion

Despite challenges such as land acquisition issues and public concerns over health risks associated with telecommunications towers, the Ministry has made substantial progress in network expansion. It has prioritized the construction of new antenna stations in Phnom Penh’s 14 districts and various provinces, ensuring better service coverage for urban and rural areas alike.

In Phnom Penh, the Ministry had planned to install 1,000 antenna towers; however, only 430 have been completed. Efforts are underway to expedite the construction of the remaining towers, with nine inspection teams deployed across the capital to push telecom operators to accelerate progress. Additionally, the Ministry has facilitated the construction of 74 new towers across 68 Borey residential developments.

Beyond Phnom Penh, five working groups have been assigned to assess and expand telecommunication infrastructure in provincial towns and districts. This initiative has resulted in the completion of 192 out of 394 planned towers in Takeo, Kandal, and Siem Reap provinces.

Strengthening Cybersecurity and Digital Services

Recognizing the crucial role of cybersecurity in fostering a safe digital economy, MPTC is actively working on drafting a Cybersecurity Law and expanding digital safety awareness campaigns. “Cybersecurity is essential for maintaining trust in our digital infrastructure. We must enhance data protection, improve institutional capacity, and raise public awareness about online threats,” Vandeth emphasized.

In addition, the Ministry has introduced several consumer protection initiatives to regulate telecommunications services, combat cybercrimes, and improve service quality. The MPTC Speed Test mobile app, for instance, allows users to measure internet speeds and report service issues, enhancing transparency and accountability in the sector.

Supporting E-Commerce and Digital Literacy

With e-commerce playing an increasingly vital role in Cambodia’s economy, the Ministry is implementing measures to facilitate secure digital transactions and improve last-mile delivery services. Key initiatives include:

  • Strengthening digital literacy and training programs for e-commerce businesses.
  • Enhancing cybersecurity and personal data protection regulations.
  • Developing a professional code of ethics for digital commerce service providers in collaboration with the Ministry of Commerce.

As part of its digital transformation efforts, MPTC has also launched several e-government platforms, including Verify.gov.kh, a widely used document authentication system. Additionally, the Ministry is developing the DG SuperApp, a centralized platform designed to streamline government services and improve digital infrastructure.

Expanding Fibre Optic and Submarine Networks

Cambodia has made significant strides in expanding its fibre optic network, a critical component of fixed broadband services. The country currently has 34,491 km of mainland fibre optic cables and two submarine cables—AAE-1 and MCT—spanning 640 km in Cambodian waters.

To further strengthen connectivity, MPTC has encouraged fibre optic operators to continue investing in infrastructure and is working with local administrations to transition overhead cables into underground networks in major cities. Additionally, the Ministry is overseeing the construction of a 2,997,869 km submarine fibre optic network from Hong Kong to Sihanoukville, scheduled for completion in 2026.

Building a Tech-Savvy Workforce

To maximize the benefits of digital transformation, MPTC is investing in digital skills training for government officials and university students. Initiatives include:

  • Establishing digital technology centers in universities and high schools.
  • Integrating digital education into the national curriculum.
  • Providing specialized training programs to enhance workforce readiness for the digital economy.

Minister Vandeth highlighted the importance of these efforts: “Empowering our people with digital skills and knowledge is critical to Cambodia’s long-term success in the digital age.”

Future Directions and Call for Collaboration

Reflecting on the achievements of the past five years, Vandeth commended MPTC officials for their dedication to implementing Cambodia’s digital transformation agenda. He called for greater collaboration among government institutions, the private sector, and development partners to drive progress.

“Reforming and enhancing labour productivity, developing and managing the Ministry’s sector, adopting digital technology, building capacity, and promoting technology adoption are key areas that we must all continue to work together on to achieve further results in Cambodia’s digital transformation journey,” he concluded.

With a clear roadmap and strategic initiatives in place, Cambodia is on track to achieve its digital transformation goals, ensuring that citizens and businesses alike benefit from enhanced connectivity, cybersecurity, and digital services.
