Chinese Firm Breaks Ground on $10 Million Industrial Gas Facility in Kampong Speu

KAMPONG SPEU — Chinese industrial manufacturer Jinding Air Liquefaction (Cambodia) Co., Ltd. has officially broken ground on a $10 million air separation project in Kampong Speu province. The development marks the province’s first large-scale industrial gas plant and is expected to localize Cambodia’s supply chain while reducing reliance on foreign imports.

The groundbreaking ceremony was presided over by Kampong Speu Provincial Governor Cheam Chan Sophoan and Jinding Air Liquefaction Chairman Chen Zonghui, alongside provincial representatives and local economic zone executives.

Localizing Cambodia’s Industrial Gas Supply Chain

Located within the Jin Cheng International Special Economic Zone in Phnom Sruoch district, the new plant represents a comprehensive investment encompassing land acquisition, facility construction, high-tech production equipment, and automated control systems.

Before initiating the investment, Jinding Air Liquefaction conducted five months of market feasibility studies beginning in February 2026. Once operational, the facility will produce essential industrial gases, including:

  • Liquid Oxygen: Vital for healthcare, metal fabrication, and manufacturing operations.
  • Liquid Nitrogen: Used extensively in electronics, food processing, and chemical processing.
  • Liquid Argon: Essential for high-precision welding and specialized industrial manufacturing.

Chairman Chen Zonghui emphasized that establishing local production will help Cambodian enterprises secure a reliable supply of raw materials at competitive prices, bolstering domestic industrial competitiveness.

Catalyst for Heavy and High-Tech Manufacturing

Governor Cheam Chan Sophoan welcomed the initiative, noting that the plant fills a critical gap in Cambodia’s industrial landscape.

“The province’s first large-scale industrial gas plant would not only fill a gap in Cambodia’s domestic supply of liquefied industrial gases but also serve as a catalyst for attracting more heavy and high-tech industries by ensuring access to reliable and competitively priced strategic raw materials,” stated Governor Sophoan.

Governor Sophoan reaffirmed the provincial administration’s commitment to facilitating foreign direct investment in alignment with Prime Minister Hun Manet’s Pentagonal Strategy. The government pledged ongoing support in legal compliance, security, and administrative efficiency to ensure the project’s smooth construction and operation.

Expanding Cambodia-China Bilateral Trade

The investment coincides with rapid expansion in trade and economic cooperation between Cambodia and China. According to data from the General Department of Customs and Excise (GDCE), bilateral trade between the two countries grew by more than 25%, reaching $11.63 billion during the first half of 2026.

The new facility is expected to generate local employment, boost provincial tax revenue, and further accelerate Kampong Speu’s growth as a key manufacturing hub in southwestern Cambodia.
