Strong Investment Boost for Preah Sihanouk
Preah Sihanouk province is witnessing renewed investor confidence, with 19 new projects valued at $267 million approved under the Royal Government’s “Special Investment Promotion Program in Sihanouk Province.” Since the program’s launch, nearly 400 projects have now benefitted from these incentive policies.

High-Level Meeting Approves New Projects
The latest approvals followed a meeting on November 24 at the Ministry of Economy and Finance, chaired by Hean Sahib, Head of the Working Group for Investment Promotion in Preah Sihanouk. Senior representatives from multiple ministries and the provincial administration attended the discussions.
Sahib praised the working group’s consistent dedication over the past two years, emphasising its responsible implementation and adherence to proper mechanisms.
Four Key Priorities of the Special Investment Program
The program continues to accelerate investment by focusing on four core tasks:
- Providing tax incentives and simplifying administrative procedures
- Promoting high-quality and sustainable investments
- Increasing the use of domestic labour while supporting skills transfer
- Encouraging the use of local raw materials in production
19 New Projects to Create Over 1,800 Jobs
The newly approved projects are expected to generate 1,845 jobs. They include seven stalled construction sites and twelve newly proposed developments. Investment sectors cover:
• Hotel and mixed-use building construction
• Automobile repair equipment manufacturing
• Furniture and handcrafted panel production
• Fruit-processing and grain-processing factories
• Clean water production facilities
• Electricity supply projects
Stimulating Growth by Reviving Stalled Projects
Despite its strong economic potential and strategic location, Preah Sihanouk faced challenges due to global economic conditions, leaving many construction sites inactive. The special investment program was introduced to revive these sites and boost new business activities at a faster pace.
Four Principles Guiding Provincial Transformation
The program aligns with four strategic principles:
- Transforming Preah Sihanouk into a province led by industry, tourism and investment.
- Delivering fast and practical solutions to local challenges.
- Supporting national strategies and sectoral development plans.
- Driving industrial transformation toward high-value, high-productivity and competitive industries.
Nearly 400 Projects Approved Since 2024
Between 2024 and September 2025, incentive policies were approved for 392 investment projects valued at $7.801 billion, with potential to create 50,670 jobs. These include:
• 186 stalled construction projects
• 166 new investment projects
• 25 expansion projects
• 15 existing projects granted additional incentives
A Province Poised for Transformation
With continued government support, targeted incentives and strong institutional cooperation, Preah Sihanouk is emerging as one of Cambodia’s most dynamic investment destinations. The province is now positioned for sustained growth, industrial diversification and long-term economic transformation.
