Bendigo Kangan Institute (BKI), a vocational education provider based in Victoria, Australia, has pledged to keep supporting Cambodia in building a skilled workforce, through training programmes designed around the country’s needs and its labour market.
Key points
- Bendigo Kangan Institute (BKI), an Australian vocational training provider, met Prime Minister Hun Manet at the Peace Palace on 22 October 2026.
- BKI pledged continued support for technical and vocational education and training (TVET) tailored to Cambodia’s labour market.
- It will work closely with the Ministry of Labour and Vocational Training.
- Hun Manet linked skills to Cambodia’s plan to move up regional supply chains for automotive parts.
The commitment was made by the chair of BKI’s board, Sharan Burrow, during a courtesy call and working meeting with Prime Minister Hun Manet at the Peace Palace in Phnom Penh on the afternoon of 22 October 2026.
What BKI committed to
Burrow briefed the Prime Minister on BKI’s work on skills development and thanked him for the institute’s partnership with Cambodia. She said skilled workers are essential to diversifying the economy.

She pledged to work more closely with Cambodian ministries and institutions, especially the Ministry of Labour and Vocational Training, to develop training models suited to Cambodia and to support the government’s technical and vocational education and training (TVET) policy.
Hun Manet: training must match real jobs
Hun Manet welcomed BKI’s efforts. He said the government puts people first, and that developing human capital depends on investment in health, education, technical and vocational training, and the creation of decent jobs.

He stressed that vocational education must be closely tied to practical application and to what employers actually need.
Skills for industry and automotive supply chains
The Prime Minister outlined the government’s plan to move Cambodia from an economy reliant on agriculture to one increasingly driven by industry. He pointed to the goal of integrating more deeply into regional and global supply chains for automotive parts and equipment, moving beyond the vehicle assembly already done in Cambodia and adding more value at home.

He asked BKI to keep working closely with Cambodian ministries so that training keeps pace with current and future labour-market demand, and so that cooperation plans produce concrete results.
