Cambodia has officially launched the “Cambodia’s Milled Rice Market Expansion and Export Diversification Strategy 2025–2030,” aiming to diversify export markets and strengthen the country’s global rice presence. The launch was held during the 4th General Assembly of the Cambodia Rice Federation (CRF) in Phnom Penh on August 26, alongside elections for the federation’s new leadership.
The event brought together Minister of Commerce Cham Nimul, Minister of Agriculture, Forestry and Fisheries Dith Tina, senior government officials, representatives from the UN Food and Agriculture Organization (FAO), and key industry stakeholders.
Rice Sector’s Vital Role in Cambodia’s Economy
Speaking at the ceremony, Commerce Minister Cham Nimul underscored the crucial role of the rice sector in national food security and export-led economic growth. She highlighted the need for strong public-private collaboration to unlock new international opportunities for Cambodian rice.
“In 2024, Cambodian rice reached markets across the globe, with China accounting for 30 percent of total exports. This share is expected to rise further in 2025,” she said. “The commerce ministry will continue to prioritize private sector participation in driving government policies and strategies, and in maximizing the benefits of Cambodia’s trade agreements.”
Nimul also stressed the importance of the Cambodia Rice Federation as a technical partner in implementing the new strategy and called on rice exporters and stakeholders to boost productivity and competitiveness.
Strategic Directions for 2025–2030
According to the Ministry of Commerce, the rice export diversification plan focuses on three core directions:
- Sustaining Cambodia’s position in premium fragrant rice markets – maintaining its global reputation for quality.
- Expanding white rice exports – targeting growing middle-income consumers in regional Asian markets.
- Leveraging trade agreements and institutional procurement – enhancing exports through government-to-government deals, food aid programs, and food security initiatives supported by the UN and humanitarian agencies.
Strong Export Performance in 2024 and 2025
Official data shows that Cambodia exported 651,522 tonnes of milled rice in 2024, generating $491.19 million in revenue.
In the first seven months of 2025 alone, exports reached 420,572 tonnes to 65 countries and territories, bringing in $309.32 million. This marks significant growth compared to the same period in 2024, when 379,546 tonnes were exported, worth $280 million.
New Leadership for the Cambodia Rice Federation
The assembly also saw elections for the CRF’s new leadership. Lay Chhun Hour was elected as the federation’s president, while former president Chan Sokheang was chosen as chairman of the CRF Advisory Board.
The new leadership is expected to work closely with the government, exporters, and international partners to implement the 2025–2030 strategy and ensure Cambodian rice remains competitive in a fast-changing global market.
