Phnom Penh, July 24, 2025 – The Cambodian government has called on Qatar’s Al Mansour Holding (AMH) to consider investment opportunities in Cambodia’s agricultural sector, aiming to boost exports, diversify trade partnerships, and expand cooperation in key industries such as energy, tourism, and finance.
This encouragement was extended by H.E. Rath Saravuth, Secretary of State at the Ministry of Commerce, during a meeting with Mr. Fahd Al Dosari, Special Advisor and Head of Public Relations to H.E. Sheikh Mansour bin Jabor bin Al Thani of Qatar. Mr. Al Dosari led a delegation from AMH to Phnom Penh to explore Cambodia’s business and investment potential.
During the meeting, H.E. Rath Saravuth highlighted Cambodia’s strengths in agricultural production—especially in high-potential export commodities such as rice, cashew nuts, rubber, and cassava. He emphasised that Cambodia is actively seeking investment to develop processing capabilities for these crops, not only for domestic supply but also for export to international markets including Qatar, the wider Middle East, Europe, and beyond.

The Secretary of State briefed the delegation on the ongoing reforms that make Cambodia an attractive destination for foreign investors. These include the development of pro-agriculture policies, particularly for crops like cashew nuts, and the introduction of investment-friendly mechanisms such as tax incentives for qualified investment projects (QIPs), an automated online registration system, and streamlined procedures for export and business licensing.
H.E. Rath Saravuth further encouraged AMH to explore joint ventures and partnerships with Cambodian companies, particularly in the area of food processing. This, he said, would help enhance value addition, improve export quality, and open up new markets.
The meeting signals growing momentum in Cambodia-Qatar economic ties, particularly as both nations look to deepen cooperation beyond traditional trade. With Qatar’s strategic role in the Gulf region and Cambodia’s rising agricultural output, this potential partnership could serve as a gateway for Cambodian products to access the Middle Eastern market more broadly.
The AMH delegation expressed keen interest in Cambodia’s agricultural potential and ongoing policy reforms, laying the groundwork for deeper engagement in the near future.
