An 8-member delegation from theIdentification Directorate of Cambodia, led by H.E. Heng Chamroeun, Deputy Director General of Identification, Ministry of Interior of Cambodia visited India to attend a study tour to understand the implementation of identification work and the identification management system of the Aadhaar project in New City. Delhi and Bangalore, India from 1-4 December 2025. This study visit is organized and facilitated by UNDP India and Cambodia.
During their visit to Delhi, they held several meetings and met H.E. Ms. RATH Many, Ambassador, accompanied by Mr. NGET Bunly, Counsellor of the Embassy of Cambodia in India.

During their visit to Bangalore on 3-4 December, they visited IIIT-B and held a meeting with the Modular Open Source Identity Platform (MOSIP) on Digital Public Infrastructure. They also visited the Centre for e-governance, Government of Karnataka, to understand the functioning of Aadhar and its usage for data management and Service Delivery. From the Government of Karnataka, the meetings were facilitated by Mr Elisha Andrews, Additional Secretary to Government and headed by Shri Pankaj Kumar Pandey, IAS, principal Secretary to the Government of Karnataka.
The delegation has been entrusted with the task of designing a Civil Registration System and a Digital Public System for creation of a National Identity. This will help them understand, manage and address issues related to Life, Death, Marriage, Migration; to name a few. It will help the government of Cambodia ensure efficient and effective delivery of services to their citizens.

The delegation also visited the Honorary Consulate of Cambodia in Bangalore and had a detailed interaction with the Honorary Consul H.E. Mr. Karthik Tallam. The delegation was delighted to see the activities done by the Consulate office and was encouraged to recommend visiting the office to its citizens in Cambodia, for any help and support that they may need during the visit to South India
The other members of the delegation from the General Department of Identification were H.E. Eng Chandara, Mr Chhun Vanna, Mr Teng Venghong, Ms Luy Chanmalen, Mr Chhim Chhouvith, Mrs Mean Phalleap, Mr Lay Keanghok.
