Canada to Upgrade Phnom Penh Office to Full Embassy in 2025

Canada is set to upgrade its diplomatic presence in Cambodia by establishing a full embassy with a resident ambassador in Phnom Penh in 2025. This move aligns with Canadian Prime Minister Justin Trudeau’s announcement at the 2024 ASEAN Leaders’ Summit in Vientiane, Laos.

The Office of the Embassy of Canada to Cambodia confirmed this development in a press release, emphasizing Canada’s long-standing commitment to promoting peace and stability in Cambodia.

“Canada estimates that over 1,000 Canadian soldiers have served in Cambodia since 1954,” the embassy stated. One of the country’s most significant contributions was its participation in the United Nations Transitional Authority in Cambodia (UNTAC) from 1992 to 1993. During this period, Canada provided military personnel and financial aid to support Cambodia’s transition to democracy and the implementation of the 1991 Paris Peace Agreements.

The announcement follows the recent visit of the Royal Canadian Navy’s HMCS Ottawa, which docked in Sihanoukville and received a warm welcome from the Royal Cambodian Navy.

“HMCS Ottawa is visiting Cambodia from February 1-4 to develop ties, to demonstrate an enduring defence commitment to the Indo-Pacific region, and to enhance Canada’s role as a trusted international partner,” the embassy’s statement read.

Despite the growing engagement, Cambodia’s Ministry of Foreign Affairs spokesman Chum Sounry was unavailable for comment.

Strengthening Diplomatic and Economic Relations

Cambodia and Canada have shared diplomatic relations since 1952, even before Cambodia gained independence from France. Canada has been a key development partner, ranking as the country’s 10th largest donor of Overseas Development Assistance (ODA). In the fiscal year 2022-2023 alone, Canada contributed approximately $23.1 million in ODA to Cambodia.

Additionally, Canada played a crucial role in supporting Cambodia’s demining efforts. It provided financial backing for the Anti-Personnel Mine Ban Convention (Ottawa Convention) Review Conference held in Siem Reap in November 2024 and pledged an additional $2.1 million towards Cambodia’s ongoing demining initiatives. This adds to Canada’s cumulative support of over $50 million for mine-clearing operations in the country.

Economic relations between the two nations have also been expanding. Canada is Cambodia’s seventh-largest trading partner, with Cambodian exports to Canada valued at $2.1 billion in 2023. To further enhance trade relations, more than 60 Canadian business leaders are scheduled to visit Phnom Penh in May for a trade mission.

A New Chapter in Cambodia-Canada Relations

The decision to establish a full embassy in Phnom Penh signals Canada’s deepening engagement in Southeast Asia and its commitment to diplomatic, economic, and development cooperation with Cambodia.

Chheng Kimlong, President of the Asian Vision Institute (AVI), welcomed the move, emphasizing its significance in strengthening bilateral relations. “When two nations enter a full mode of bilateral ties, they are showing political trust towards one another,” he stated. “It is a very good sign for the future of diplomatic relations between Cambodia and Canada.”

Kimlong further highlighted that the upgrade demonstrates mutual interest in each other’s roles in regional and international affairs. “Cambodia has been an active actor in Southeast Asia and the Asia-Pacific, playing leading roles in various fields. This appears to draw the attention of the Canadian government, which is now looking to expand international connectivity amid shifting global trade policies,” he said.

Meanwhile, Cambodia is recognizing the increasing importance of its relationship with Canada as it seeks to expand its connections in North America.

With the elevation of diplomatic ties, Cambodia and Canada are poised to strengthen their cooperation across multiple sectors, including trade, economics, culture, and security, paving the way for a closer partnership in the years to come.
