Phnom Penh — Cambodia and Japan have further strengthened their development partnership with the signing of Exchange of Notes and related documents for two major infrastructure projects under Japan’s Official Development Assistance (ODA) program.
The signing ceremony, held on Wednesday (October 8), was presided over by Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn and Japanese Ambassador to Cambodia Ueno Atsushi.
Under the agreement, Japan will extend concessional Yen Loans totaling over JPY 44.4 billion (approximately USD 296 million) for two key initiatives:

These projects aim to enhance Cambodia’s clean water supply capacity and strengthen the capital’s power transmission infrastructure to meet the growing demands of urbanization and economic growth.
The Government of Japan reaffirmed that this continued financial support reflects its enduring commitment to Cambodia’s sustainable development and to advancing the Comprehensive Strategic Partnership between the two nations.
Foreign Minister Prak Sokhonn expressed appreciation for Japan’s consistent assistance, noting that such collaboration plays a pivotal role in improving the quality of life for Cambodian people and fostering long-term socio-economic resilience.
