Phnom Penh – Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, H.E. Prak Sokhonn, has outlined three critical sectors to enhance Cambodia-Russia cooperation during the 11th Session of the Cambodia-Russia Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation (IGC), held via videoconference.
Co-chairing the session alongside H.E. Ms. Oksana Lut, Minister of Agriculture of the Russian Federation, H.E. Prak Sokhonn emphasised the importance of accelerating the implementation of signed Agreements and Memoranda of Understanding (MoUs) to fully realise their potential benefits. He highlighted three strategic areas of collaboration:
1. Trade and Investment
The Deputy Prime Minister encouraged Russian businesses, entrepreneurs, and investors to explore new opportunities within Cambodia, particularly in sectors such as agriculture and food products. To facilitate greater business-to-business engagement, he proposed the organisation of joint business forums or expos as platforms for networking, matchmaking, and fostering collaborative ventures.
2. Energy and Industrial Cooperation
Acknowledging Russia’s interest in expanding cooperation in energy and industry, H.E. Prak Sokhonn expressed Cambodia’s readiness to leverage existing partnerships to transform these sectors into engines of long-term shared prosperity.
3. Development Cooperation and People-to-People Connectivity
The Deputy Prime Minister extended his appreciation for Russia’s ongoing support towards Cambodia’s development, particularly in the provision of scholarships for Cambodian students, which strengthens educational and cultural ties between the two nations.
Following an exchange of views on a broad range of bilateral issues, the Session agreed on a series of actions to deepen cooperation across key sectors, including economy, trade, investment, energy and natural resources, industry, transport, information and communication technology (ICT), finance and banking, education, culture and sports, healthcare, and environmental protection.
The meeting concluded with the signing of the Agreed Minutes by the co-chairs, providing a comprehensive framework for advancing Cambodia-Russia collaboration across multiple fields.
Both sides reaffirmed their commitment to nurturing a dynamic and forward-looking partnership grounded in mutual trust, respect, and shared benefit.
