In a series of engagements aimed at bolstering the economy and enhancing the role of women, Cambodian Prime Minister Hun Manet has taken active steps to alleviate financial pressures on citizens and champion women’s empowerment in the ASEAN community.
Addressing the 1st Anniversary of the Royal Government of the 7th Legislature of the National Assembly of Cambodia, Hun Manet revealed economic measures that stand to benefit businesses, enterprises, and individuals. The National Bank of Cambodia (NBC), in conjunction with private banks and microfinance institutions, has injected a substantial sum of over USD 2.3 billion into the market. This financial infusion serves to moderate the pressure on loan repayments and increase market liquidity.
An additional USD 1 billion has been allocated due to the NBC lowering its monetary reserve requirements from 9% to 7%, a policy that will now extend until 2025. Accommodations made by the bank in terms of credit risk classification have paved the way for more flexible loan restructuring up to twice without tagging them as bad credit. By reducing required payments on loans, customers retain more cash for daily living needs, capturing the essence of these relief measures.
To streamline processes, banking and microfinance institutions have reduced the appraisal period for loans, allowing quicker restructuring requests that won’t tarnish a client’s credit reputation. Key to the restructuring ethos is a set of principles prioritizing tax relief, waiving penalties, and refraining from imposing late fees, thereby easing the fiscal burdens faced by clients. The Premier reinforced the need for swift facilitation of loan restructuring for those who qualify, underscoring the leniency in penalty waivers and the reassuring stance that credit information derived from such restructuring is not a hindrance for future credit pursuits.
Further stressing social inclusion and gender parity, Prime Minister Hun Manet delivered a keynote address at the 3rd ASEAN Women Leaders’ Summit, which opened in Laos on August 23. The Summit, accentuating the significance of strengthening the care economy and resilience, highlighted the role and strengths of women in the ASEAN region post-pandemic. The Prime Minister’s presence confirmed Cambodia’s persistent advocacy for ASEAN’s dedication to uplift women and girls, particularly in the caregiving sector. The Summit focused on challenges and opportunities, endeavoring to empower women and formulate actionable recommendations to foster their involvement in both the paid and unpaid sectors of the care economy, further testament to his dedication to progressive governance.
