Cambodia Launches Health Initiative: Roadmap for Global Health Coverage 2024-2035

On May 23, 2024, Cambodian Prime Minister Hun Manet announced the initiation of a significant health policy, the “Roadmap for Global Health Coverage in Cambodia 2024-2035,” during a ceremony held at the Sokha Phnom Penh Hotel. This initiative marks a significant move toward enhancing the social protection system in Cambodia, focusing on improving the health and well-being of its citizens.

The roadmap outlines a strategic path to achieving comprehensive health coverage nationwide, paving the way for a stronger, multi-sectoral healthcare system over the next decade. It not only sets the direction at a strategic level but also empowers different government ministries and institutions to prepare detailed operational plans for its implementation.

During the event, Prime Minister Hun Manet emphasized the importance of this day, considering it historic for the nation’s social welfare. “The official launch of the roadmap to global health coverage in Cambodia represents a significant achievement for our healthcare system and the nation,” remarked the Prime Minister. He highlighted that this initiative is crucial in ensuring that health services are accessible, equitable, and financially feasible for every Cambodian citizen, regardless of their location.

The roadmap’s objectives are clear and ambitious. It aims to extend health coverage to 80% of the population, enhance the essential health services coverage to at least 80%, and reduce personal medical expenses to 35% of total health expenditures. These goals are designed to create a more inclusive health care environment where quality medical services are a standard offering to all.

Additionally, the Prime Minister underscored the importance of enhancing health services not just in urban centers like Phnom Penh but also across rural areas, ensuring equitable health access nationwide. This aspect of the roadmap is vital for the balanced development of health services and the reduction of urban-rural disparities in medical care.

Modernization of health services forms a cornerstone of this initiative. This modernization aims to upgrade the technological and operational capabilities of health facilities across the country, making health care more efficient and responsive to the needs of the population.

In reinforcing the importance of health in national development, Premier Hun Manet reiterated that health is fundamental in building and maintaining human capital. The progress in the health sector directly contributes to the overall development of the country, supporting a healthy, productive population capable of sustaining economic growth and social stability.

By launching this roadmap, Cambodia takes a crucial step towards transforming its health delivery system into one that supports all its citizens effectively, ensuring that they receive the necessary care without the burden of excessive costs. This balanced approach in health service expansion and modernization could set a model for other nations aiming to achieve similar global health coverage and equitable care.
