H.E. Sou Socheat, Delegate of the Royal Government and Director General of the Securities and Exchange Regulator of Cambodia (SERC), highlighted Cambodia’s progress in developing sustainable financial markets at a regional discussion on climate finance held in Tokyo, Japan.
H.E. Sou Socheat attended the 4th Roundtable Asian Development Bank Institute (ADBI)-ADB Dialogue on “Asian Climate Finance” from March 11 to 12. The event focused on the progress of implementing the International Sustainability Standards Board (ISSB) climate-related standards, setting greenhouse gas (GHG) emission reduction targets, and the role of carbon credits.
As a featured speaker, H.E. Sou Socheat delivered a presentation on “Carbon Markets and Cambodia’s Efforts to Reduce GHG Emissions: The Role of the SERC.” He outlined Cambodia’s current status, commitments, and achievements in addressing climate issues, along with the SERC’s role in supporting the development of sustainable financial markets and promoting carbon market growth.
He emphasized that SERC has been actively promoting the issuance of thematic bonds and strengthening the capacity of relevant stakeholders with the support of development partners to help Cambodia achieve its Sustainable Development Goals (SDGs).
The dialogue facilitated the exchange of experiences, challenges, and best practices among participants from ASEAN+3 countries, including Cambodia, Indonesia, Laos, Malaysia, the Philippines, Thailand, Vietnam, Japan, South Korea, China, Hong Kong, and Georgia. Discussions focused on the next steps in developing carbon markets and reducing GHG emissions.
During the event, the Asian Development Bank (ADB) shared insights on reducing GHG emissions and presented updates on the 2024 Sustainable Finance Regulations and Central Banks Activities Tracker in Asia. The World Wide Fund for Nature (WWF) also provided a report on carbon finance, reinforcing the shared commitment to addressing global climate challenges.
