On September 24, 2024, Cambodian Foreign Minister Sok Chenda Sophea, acting as the High Representative of Prime Minister Hun Manet, attended the Opening Session of the General Debate at the 79th Session of the United Nations General Assembly. The meeting, held at the UN Headquarters in New York, was a pivotal gathering where global leaders and diplomats came together to discuss pressing international challenges and the role of multilateralism in addressing them.

The session was chaired by Philemon Yang, President of the General Assembly, and featured key figures such as António Guterres, the Secretary-General of the United Nations. Heads of State, government leaders, and representatives from all UN member states were present, signifying the importance of this annual event in shaping global policy and dialogue.

The Focus of the General Debate

This year’s General Debate took place in the context of significant global challenges that have been exacerbated by political instability, economic disruptions, and environmental crises. The theme emphasized the critical role of the United Nations and the international community in working together to achieve a peaceful, prosperous, and sustainable future. Participants reiterated that these goals could only be met through a revitalized commitment to multilateralism.

During the debate, member states focused on a wide range of issues, including conflict resolution, poverty alleviation, climate change, public health crises, and inequalities. These concerns are particularly relevant given the ongoing instability in various parts of the world and the lingering effects of the COVID-19 pandemic, which have further exposed vulnerabilities in global systems.

The overarching message from the session was clear: multilateral cooperation is essential to tackling these interconnected challenges. Without a unified global response, individual countries will struggle to address issues that transcend borders and affect millions of people. The discussions underscored the need for stronger global governance, cooperation, and solidarity to overcome these crises and build a future that benefits all nations.

Cambodia’s Role and Message

Cambodia’s participation in the General Debate highlights its growing engagement in international diplomacy. Foreign Minister Sok Chenda Sophea’s attendance as the High Representative of Prime Minister Hun Manet reflects Cambodia’s commitment to working within multilateral frameworks, particularly the United Nations, to address both domestic and global challenges.

In his remarks, Sok Chenda Sophea echoed the sentiment shared by many other representatives: the world is facing unprecedented challenges that require collective action. He emphasized Cambodia’s position as a developing nation that understands the importance of multilateral cooperation in achieving sustainable development, peace, and prosperity. Cambodia, like many other countries, has faced difficulties as a result of global economic slowdowns, environmental changes, and health crises, but remains committed to being a constructive member of the international community.

Sok Chenda Sophea also took the opportunity to highlight some of Cambodia’s domestic achievements, particularly in areas such as economic growth, poverty reduction, and social development. Cambodia’s success in these fields, he noted, can serve as an example of how developing countries can progress with the right combination of national efforts and international support. He reiterated that the challenges Cambodia faces, such as climate change and public health, require the backing of the international community and multilateral systems like the UN.

Moreover, the Foreign Minister underscored Cambodia’s dedication to achieving the United Nations’ Sustainable Development Goals (SDGs). He reaffirmed that the country is working diligently to meet these goals, particularly in the areas of poverty reduction, education, healthcare, and climate action. Cambodia recognizes the global nature of these challenges and, as such, remains a strong advocate for international cooperation to meet them.

The Importance of Multilateralism

A recurring theme throughout the General Debate was the need to rejuvenate multilateralism. Many of the global leaders in attendance stressed that the international system, built around institutions like the United Nations, is crucial for solving issues that no single country can manage alone. The challenges discussed during the session—whether they relate to environmental degradation, conflicts, or global pandemics—underscore the interconnected nature of today’s world. As such, countries must collaborate to find solutions that are effective and equitable.

For Cambodia, multilateralism is not just a diplomatic ideal but a practical necessity. As a small, developing country, Cambodia benefits from global cooperation, particularly in areas such as trade, development assistance, and climate resilience. The country’s leaders recognize that only through strong partnerships with other nations and international institutions can Cambodia achieve its development goals and improve the lives of its citizens.

Sok Chenda Sophea, in his address, noted that Cambodia remains committed to the principles of international cooperation and solidarity. He emphasized that the United Nations continues to play a critical role in facilitating dialogue and collaboration among nations, and that Cambodia will continue to engage actively within the UN framework.

Cambodia’s participation in the Opening Session of the 79th UN General Assembly General Debate reflects the country’s commitment to being an active player on the global stage. Foreign Minister Sok Chenda Sophea’s presence as the High Representative of Prime Minister Hun Manet underscores the importance Cambodia places on multilateral cooperation in addressing the world’s most pressing challenges.

The General Debate reaffirmed the vital role of the United Nations in facilitating global cooperation and dialogue. As the world grapples with an array of complex issues—from climate change to inequality—multilateralism remains a crucial tool for achieving a peaceful, prosperous, and inclusive future. For Cambodia, and many other nations, continued engagement in these international efforts is key to ensuring progress both at home and abroad.
