PHNOM PENH, Cambodia – In a landmark series of diplomatic engagements from February 6–7, 2026, the leaders of Cambodia, Viet Nam, and Laos reaffirmed their “comprehensive and long-term strategic partnership.” The summits resulted in ambitious new targets for economic integration, regional security, and cultural celebrations.
Strategic Trilateral Cooperation and Economic Targets
The commitment was solidified during the Trilateral Prime Minister’s Meeting held at the Peace Palace on February 6, 2026, bringing together Cambodian Prime Minister Hun Manet, Vietnamese Prime Minister Pham Minh Chinh, and Lao Prime Minister Sonexay Siphandone.
Ambitious Trade and Infrastructure Goals
Prime Minister Hun Manet proposed specific milestones to drive regional commerce toward a robust growth trajectory:
- Trade Milestones: Aiming for bilateral trade with Laos to reach $700 million by 2030 and with Viet Nam to exceed $20 billion in the near future.
- Expressway Connectivity: The leaders fast-tracked the synchronization of the Phnom Penh–Bavet expressway with the Ho Chi Minh City–Moc Bai expressway, establishing a vital logistics link between the two nations’ economic hubs.
- Investment Boost: Viet Nam expressed readiness to increase its investment footprint in Cambodia, particularly in infrastructure, transport, and electricity.
Innovative Logistics: “Land-Linked” and Seaport Access
In a strategic shift for regional logistics, Cambodia and Laos agreed to a reciprocal transit framework:
- Laos as a Gateway: Cambodia will utilize Lao territory to transport agricultural products via high-speed rail to China and other third-country markets.
- Cambodia as a Transit Point: Laos, seeking to fulfill its strategy of becoming a “land-linked” nation, will utilize Cambodian seaports to access international maritime trade routes.

Regional Peace, Security, and Diplomacy
Beyond trade, the summits emphasized a unified front against modern threats and the importance of long-term political stability.
Combatting Transnational Crime
The three nations pledged to intensify joint operations against non-traditional security challenges. A key focus will be dismantling technology-enabled fraud (online scams), human trafficking rings, and cross-border drug trafficking.
Border Stability and Sovereignty
The leaders reaffirmed the strict principle of not allowing any force to use one country’s territory to harm another’s security. They committed to transforming border areas into “zones of peace, friendship, and sustainable development” by finalizing the remaining segments of their land boundaries.
70 Years of Cambodia-Laos Diplomacy
The year 2026 marks the 70th anniversary of diplomatic relations between Cambodia and Laos. To honor this milestone, the leaders agreed to:
- State Visits: Lao President Thongloun Sisoulith will visit Cambodia, while His Majesty King Norodom Sihamoni is scheduled for a reciprocal visit to Vientiane.
- Francophonie 2026: Prime Minister Siphandone pledged full support for Cambodia’s hosting of the 20th Francophonie Summit in Siem Reap this November, committing senior Lao officials to the event.

Visionary Tourism: “Three Countries, One Destination”
A major cultural outcome of the summit was the elevation of the “Three Countries, One Destination” concept to a formal ministerial priority.
Unified Travel Experience
This initiative seeks to leverage the unique assets of each nation—such as Cambodia’s Angkor Wat, Laos’s cultural landscapes, and Viet Nam’s coastal urban centers—to offer a seamless multi-country experience. By integrating tourism branding and promotion, the CLV nations aim to encourage longer visitor stays and higher spending from international markets.
Sustainable Growth
The leaders emphasized that this sub-regional cooperation will serve as a model for ASEAN, focusing on quality tourism, human resource development, and shared prosperity for local communities across the three borders.
