On October 24th and 25th, 2024, key figures from across Asia gathered in Shanghai, China, for the 12th Conference on Interaction and Confidence-Building Measures in Asia (CICA) Think Tank Forum. This prestigious event, hosted by the Shanghai Institute for International Studies (SIIS), provided a vital platform for dialogue and collaboration under the apt theme, “Asia’s New Role in a Multipolarizing World.” The forum sought to address the evolving dynamics of global power and the increasing significance of Asian states in shaping international relations.

Among the distinguished attendees was His Excellency Dr. UN Kheang, Secretary of State of the Ministry of Foreign Affairs and International Cooperation of Cambodia. Dr. Kheang was not only a participant but also a key speaker, having been invited to share his insights as a panelist on the topic of “Global Sustainable Development from an Asian Perspective.” This session aimed at dissecting the various dimensions and strategies through which Asian countries can contribute to a sustainable future amidst the complexities of a multipolar world.

During his presentation, His Excellency Dr. Kheang detailed Cambodia’s recent advancements in socio-economic sectors, highlighting how the country is navigating its journey towards sustained growth. He underscored the significant strides Cambodia has made, evolving from a predominantly agrarian society to one that is steadily embracing industrialization and modernization. Dr. Kheang elaborated on the strategic frameworks that have been instrumental in this transformation, emphasizing the importance of robust policy-making and international cooperation.

Moreover, he discussed at length Cambodia’s strategies for sustainable development, which are intricately linked with inclusive growth policies and environmental conservation. Dr. Kheang pointed out that Cambodia’s approach goes beyond economic gains, focusing equally on social equity and ecological balance, which are critical to achieving long-term sustainable outcomes. He reiterated the role of education, healthcare, and rural development in creating a more equitable society where every citizen has the opportunity to contribute to and benefit from national progress.

The session also delved into the broader role of CICA Member States in fostering a cooperative environment for development in Asia. Dr. Kheang emphasized the concept of “win-win” development, advocating for policies and initiatives that benefit all countries involved, thereby enhancing regional stability and prosperity. He highlighted how collaborative efforts among Asian nations, through platforms such as CICA, are crucial in addressing common challenges such as climate change, economic disparities, and security threats.

Discussions at the forum also included the strategic implications of Asia’s rising influence on global politics. Experts analyzed how the shift towards a multipolar world could redefine international alliances and economic partnerships. They explored the potential for Asia to set new norms in global governance, reflecting the region’s unique cultural, political, and economic landscapes.

The forum concluded with a consensus on the need for enhanced dialogue and partnership among Asian countries, as well as between Asia and the rest of the world. The participants recognized that while Asia is becoming a more significant player on the global stage, this comes with the responsibility to promote peace, stability, and sustainable development regionally and globally.

As the curtains fell on the 12th CICA Think Tank Forum, it was clear that events such as these are pivotal in carving out Asia’s role in an increasingly interconnected and multipolar world. The insights shared by His Excellency Dr. UN Kheang and other leaders will undoubtedly resonate as they pave the way for a future where Asia not only contributes to but also shapes global dynamics in meaningful ways.
