Phnom Penh – In a strategic move to enhance the small and medium enterprise (SME) ecosystem, the Ministry of Industry, Science, Technology & Innovation (MISTI), led by H.E. Hem Vanndy, chaired an inter-ministerial meeting to accelerate the integration and synchronization of Cambodia’s SME data systems.
The initiative aims to address persistent issues arising from fragmented SME data currently managed separately by various sectoral ministries and institutions. This siloed approach has resulted in inconsistent and outdated data that hinders comprehensive understanding and support for Cambodia’s SME landscape at both national and sub-national levels.
“Now that registration can be done online using digital platforms like CamDX, data sharing should not be an issue,” stated Minister Hem Vanndy. He reaffirmed the government’s commitment to building a streamlined data-sharing strategy that enables seamless exchange of SME-related information across all relevant ministries and agencies. The goal is to create an integrated system that not only improves transparency and coordination but also informs evidence-based policymaking.
One of the key outcomes of the meeting was the consensus on a standard definition of SMEs across all government bodies. This uniform classification is expected to bring consistency to SME registration processes and align development initiatives under a single framework.
H.E. Vanndy stressed the importance of collaboration among ministries and institutions, highlighting that accurate and timely SME data is essential for effective policy formulation, programme implementation, and service delivery.
“To support the growth of the SME sector, synchronised and accurate data collection is a must. It will allow us to identify active enterprises, understand their challenges, and tailor policies that support their development,” he said.
As part of the Pentagonal Strategy – Phase 1, MISTI has been assigned to coordinate Indicator 30, which pertains to SME data integration within the national monitoring and evaluation framework. This reinforces the Ministry’s role in driving Cambodia’s industrial and economic development agenda through innovation, digital transformation, and inclusive growth.
The synchronised SME data system will help the Royal Government of Cambodia better design incentive schemes, improve regulatory services, facilitate financing access, and encourage the formalisation of informal enterprises.
By leveraging platforms like CamDX and expanding inter-ministerial collaboration, Cambodia is taking a critical step toward establishing a digital, transparent, and business-friendly environment for SMEs — the backbone of the national economy.
