Phnom Penh, July 3 — In a significant step to bolster bilateral ties and support capacity building in Cambodia, Foreign Minister Prak Sokhonn and Japanese Ambassador Ueno Atsushi signed an Exchange of Notes and accompanying documents on Thursday, formalizing Japan’s Grant Aid of JPY 442,000,000 (approximately USD 2.95 million) for the implementation of the Project for Human Resource Development Scholarship.
The ceremony took place in Phnom Penh and marked another milestone in the longstanding cooperation between Cambodia and Japan. The grant is aimed at promoting higher education opportunities for Cambodian government officials and young professionals, enabling them to pursue postgraduate studies in Japan. The initiative is expected to play a key role in strengthening Cambodia’s human capital in various sectors critical to national development.

According to an official press release, “The grant assistance reflects Japan’s strong commitment to advancing Cambodia’s socio-economic development, while further consolidating the bilateral cooperation under the Cambodia–Japan Comprehensive Strategic Partnership.”
This scholarship program has been a consistent pillar of Japan’s Official Development Assistance (ODA) to Cambodia, empowering future leaders and fostering deeper mutual understanding between the two nations.
The new funding underscores both countries’ shared vision for inclusive development and regional cooperation, as Cambodia continues its efforts to modernize institutions and build a knowledge-based society.
