PHNOM PENH, Cambodia – February 4, 2026 – The Government of Japan has committed a significant sum of USD 301,904 to bolster crucial development initiatives in Cambodia, focusing on agricultural resilience and human resource development in rural areas. The grant contracts were formally signed on February 7, 2026, under Japan’s esteemed Grant Assistance for Grassroots Human Security Projects (KUSANONE) framework.
This vital funding underscores Japan’s unwavering commitment to Cambodia’s sustainable growth, targeting vulnerable communities and enhancing local livelihoods. The projects aim to address pressing needs in Banteay Meanchey and Mondulkiri provinces, promising tangible benefits for thousands of Cambodians and contributing to broader development across the Kingdom of Cambodia.
Japan’s KUSANONE Initiative: A Legacy of Grassroots Support
The KUSANONE program, established by Japan in Cambodia in 1991, has been a cornerstone of the nation’s reconstruction and development efforts. It is designed to empower communities at the grassroots level, providing direct assistance to safeguard the lives, livelihoods, and dignity of those most susceptible to poverty and hardship.
Emphasizing self-reliance and community empowerment, the initiative has channeled over USD 72 million into more than 700 projects across Cambodia since its inception. These projects have consistently delivered tangible improvements, from enhancing access to clean water and healthcare to boosting educational opportunities and local infrastructure.
Boosting Agricultural Resilience in Banteay Meanchey
Rehabilitating Vital Irrigation Systems
A substantial portion of the grant, USD 220,216, is allocated to the ‘Project for the Rehabilitation of Ou Srolao Chhrom Irrigation Facilities in Banteay Meanchey Province’. This initiative targets a region frequently afflicted by drought during the dry season due to inadequate water storage and inefficient distribution systems.
The Banteay Meanchey Provincial Department of Water Resources and Meteorology, as the recipient, will utilize the funds to rehabilitate existing irrigation infrastructure and install a much-needed sluice gate. This comprehensive upgrade is anticipated to secure a stable, year-round supply of agricultural water, directly benefiting over 6,000 local residents, including Cambodian citizens who have returned from Thailand, by enhancing food security and economic stability.
Empowering Youth and Women in Mondulkiri
Enhancing Vocational Skills and Living Conditions
The second project, receiving USD 81,688, focuses on ‘the Construction of a Female Student Dormitory and the Installment of Vocational Training Equipment at Mondulkiri Provincial Training Center’. This investment addresses a critical need for safe and comfortable accommodation for female students pursuing education and skills development in the remote province of Mondulkiri.
The Mondulkiri Provincial Training Center will oversee the construction of the new dormitory and the acquisition of modern vocational training equipment. These improvements are set to provide all students, particularly young women, with enhanced opportunities to acquire marketable skills, thereby improving their post-graduation employment prospects and overall standard of living in this vital Cambodian region.
