Preah Sihanouk, Cambodia – A total of 331 investment projects in Preah Sihanouk province have been granted special incentives by the Cambodian government under the “Special Investment Promotion Program in Sihanouk Province,” aimed at revitalizing the coastal region’s economy and infrastructure. Nearly half of the approved projects were previously stalled, underscoring the program’s role in stimulating project resumption and investor confidence.
The program, launched in 2024 and set to continue through 2025, offers a wide array of incentives such as streamlined procedures, regulatory facilitation, and various privileges to promote the return and expansion of investment in the province. It has been particularly targeted at restarting halted construction projects that had been impacted by previous economic disruptions.
At the July 21 meeting of the Preah Sihanouk Province Investment Promotion Working Group, Secretariat Head Im Sokthy announced that, as of June 2025, 331 projects have received support through the initiative. He credited the success of the program to close coordination between the working group and relevant ministries and agencies.
Out of the total projects:
- 153 are stalled construction projects now being revived
- 142 are entirely new investments
- 24 involve expansion of existing projects
- 12 are ongoing projects that were already in progress
“This initiative goes beyond policy-level incentives,” said Sokthy. “We have actively supported business registration, coordinated infrastructure developments such as roads and drainage systems, issued construction and tourism licenses, provided real estate business permits, and mediated disputes without court involvement. Our aim is to transform challenges into new opportunities.”

He further highlighted the collaborative nature of the program, noting the organization of investment forums and direct consultations with both domestic and foreign investors to provide assistance in resolving their concerns.
Private sector voices echoed this positive sentiment. Im Senghuor, head of Century 21 Zillion Holding in Preah Sihanouk, praised the provincial authorities for creating a more secure and investor-friendly environment.
“Thanks to the ongoing efforts of the authorities, Preah Sihanouk now enjoys improved public order and an enhanced investment climate,” he said. “These improvements have attracted a growing number of investors and tourists. The province is rapidly emerging as a multi-purpose development hub and a vital economic pillar of Cambodia.”
Preah Sihanouk, known for its coastal beauty and strategic location, is central to Cambodia’s vision for regional economic growth and diversification. The government’s intervention through the special promotion program is widely viewed as a significant step toward transforming the province into a dynamic, resilient, and investor-attractive destination.
