Phnom Penh, Cambodia — Cambodia’s legal casino industry generated more than $72 million in revenue for the government in 2025, according to data released by the Commercial Gaming Management Commission. The figure represents mandatory collections from casino operators and reflects the continuing contribution of commercial gambling activities to public finances.
The revenue comes from licensed brick-and-mortar casino operations across the Kingdom, which are permitted to operate under Cambodian law and mainly serve foreign visitors. Cambodia’s casino landscape includes numerous establishments concentrated in key tourism hubs such as Preah Sihanouk and Bavet, where operators cater to international gamblers and leisure travelers.
Casino revenue collections have been rising in recent years. In 2024, the industry’s tax contributions and gaming duties generated over $63 million in government revenue, reflecting an increase of approximately 85 percent compared with the previous year. Analysts say this trend underscores the importance of the casino sector within Cambodia’s broader gaming and tourism economy, though overall gaming revenue has yet to fully return to its pre-pandemic levels.
Under Cambodia’s regulatory framework, casinos are operated under licences issued by the Commercial Gambling Management Commission, and Cambodian citizens are generally prohibited from gambling in these facilities. Visiting foreigners, including ASEAN nationals, are eligible to access licensed casinos, contributing to revenue through gaming duties and fees.
Officials have noted that the revenue from legal casinos plays a role in supporting tourism-related infrastructure and financing public services. Although the gambling industry remains a relatively small portion of overall national revenue, collections have grown alongside an increase in visitor arrivals and casino activity.
The performance of Cambodia’s casino sector in 2025 will be closely watched by policymakers and industry stakeholders alike, as the government continues efforts to balance regulatory oversight with tourism development. Licensed casino operations, along with broader entertainment and hospitality services, are expected to remain key components of Cambodia’s economic diversification strategy in the coming years.
