PHNOM PENH, CAMBODIA — July 11, 2025 — The Royal Government of Cambodia officially launched its Strategic Framework for the Legal Reform Programme yesterday morning at the Peace Palace, reinforcing its commitment to building an “Integrated Legal System and a Sustainable Rule of Law Culture.”
The ceremony was presided over by Prime Minister Samdech Moha Borvor Thipadei Hun Manet, who underscored that legal reform is a top priority under the Royal Government of the 7th Legislature of the National Assembly. He stated that the framework is designed to solidify the principle of the rule of law as a foundation for national progress.
“Legal reform remains a core priority of the Royal Government to promote continued progress and ensure Cambodia’s sustainable development in alignment with international legal standards,” said the Prime Minister, highlighting the role of legal reform in supporting economic growth, social justice, and good governance.
H.E. Vongsey Vissoth, Permanent Deputy Prime Minister and Minister in Charge of the Office of the Council of Ministers, elaborated on the vision and goals of the newly launched framework. He emphasized that the rule of law must be anchored in a legal system that is clear, coherent, and adaptable to Cambodia’s socio-historical context, while aligning with global best practices.

He recalled that the Kingdom adopted constitutional monarchy and the rule of law in 1993, following the 1991 Paris Peace Agreements, as part of a governance model built on liberal multi-party democracy and a market economy. These principles, he said, have underpinned Cambodia’s peace, justice, prosperity, and equal opportunity over the past three decades.
As Chairman of the Legal Reform Steering Committee, H.E. Vongsey Vissoth noted that Cambodia has made substantial legal advancements over the past 20 years, laying the groundwork for effective state governance and contributing to peace, public order, and socio-economic development. The legal reform process has also facilitated Cambodia’s integration into regional and global systems.
The newly unveiled Strategic Framework for Legal Reform is expected to serve as a guiding document for the entire legal system. It will facilitate leadership, coordination, legislative drafting, policy implementation, and legal dispute resolution, ultimately enhancing the quality and consistency of law enforcement nationwide.
As of the end of the 6th Legislature, Cambodia had adopted 632 laws covering various sectors. The government remains committed to strengthening legislative effectiveness as one of its five core priorities in the current governance reform agenda.
The launch of this strategic legal roadmap reaffirms Cambodia’s dedication to democratic governance, rule of law, and sustainable development, while reinforcing the nation’s legal capacity in alignment with its long-term vision for peace, justice, and prosperity.
