Kandal Province, June 26, 2025 — During the graduation ceremony at the Police Academy of Cambodia, Prime Minister Samdech Moha Borvor Thipadei Hun Manet called on the Kingdom’s police officers to uphold ethics, professionalism, and compassion alongside their core duty of law enforcement. The event, held in Kandal Province, marked a significant moment for the newly commissioned officers and served as a platform for the premier to reinforce the moral responsibilities of the National Police Force.
“Training in ethics and professionalism for the National Police Force is not only about enforcing the law or combating crime,” Hun Manet stated. “Police officers serve the public daily. Therefore, it is crucial they understand and apply the law with fairness, integrity, and responsibility.”
He highlighted the growing impact of social media, where public scrutiny of police behavior is immediate and widespread. “Every action can be photographed, recorded, and shared. Officers must act with clarity and integrity. Their conduct reflects not only on themselves but on the entire institution,” he said.
The Prime Minister urged officers to go beyond rigid enforcement and exercise situational judgment, particularly in life-or-death circumstances. He cited examples such as a driver rushing a pregnant woman to the hospital or an ambulance navigating through traffic—scenarios where officers must be flexible and compassionate while still upholding the law.
“Firmness must be paired with gentleness. Discipline must walk hand-in-hand with compassion,” he stressed. “Law enforcement is not about harshness, but about making the right decisions to serve the public interest.”
Hun Manet also reaffirmed that professionalism is a cornerstone of public service and essential to building trust between law enforcement and the communities they serve. His remarks emphasized the need for a balanced approach—where authority is tempered with empathy and where every officer is not only a guardian of the law but also a model of civic virtue.
The Police Academy graduation ceremony served as a timely platform to articulate this vision for a modern, ethical, and people-centered police force that reflects the aspirations of a peaceful and just society.
