HANOI, March 23, 2026 — Cambodia and Vietnam reaffirmed their long-standing friendship and commitment to deeper cooperation during a high-level meeting in Hanoi between Samdech Kittisangahabondit Men Sam An and His Excellency To Lam, General Secretary of the Communist Party of Vietnam.

The meeting took place during the official visit of the Cambodian delegation led by Samdech Men Sam An, President of the National Council of the Solidarity Front for the Development of the Cambodian Motherland. Held at the Party Central Headquarters in Hanoi, the courtesy call reflected the importance both countries place on maintaining close ties and strengthening cooperation across multiple sectors.

Despite his busy schedule, General Secretary To Lam warmly welcomed the Cambodian delegation. His gesture highlighted the value Vietnam places on its relationship with Cambodia and underscored the enduring nature of the friendship between the two neighboring countries.

A Friendship Rooted in History

The relationship between Cambodia and Vietnam is shaped by decades of cooperation and mutual support. During the meeting, both sides reflected on their shared history, noting how the two nations have stood together during challenging periods.

Cambodia supported Vietnam during its struggle for reunification and independence in the 1960s and 1970s. In turn, Vietnam provided crucial support to Cambodia in the late 1970s, including political, material, and humanitarian assistance. The contribution of Vietnamese volunteer forces and people played an important role in helping Cambodia move toward peace and stability during that period.

These historical connections continue to shape the foundation of trust between the two countries today. Leaders from both sides emphasized that this shared experience has built a strong sense of solidarity that continues to guide cooperation in modern times.

Expanding Economic Cooperation

Economic cooperation remains a key pillar of Cambodia–Vietnam relations. As neighboring countries, Cambodia and Vietnam share close economic ties, cross-border trade, and growing investment opportunities.

Regional Growth and Integration

Both sides highlighted their commitment to expanding bilateral trade and strengthening economic integration within the region. The two countries have set an ambitious goal of increasing bilateral trade to 20 billion US dollars in the future.

Vietnam’s rapid economic development and reform efforts were also acknowledged during the discussions. Vietnam has emerged as an important economic player in Southeast Asia, and its experience offers valuable lessons for regional growth and cooperation.

Strategic Sectors

At the same time, Cambodia continues to strengthen its own economic development and regional connectivity. Both countries see opportunities to complement each other in areas such as:

  • Trade and Infrastructure
  • Agriculture and Manufacturing
  • Tourism

Strengthening economic cooperation between Cambodia and Vietnam is also expected to contribute to broader regional stability and prosperity.

People-to-People and Cultural Connections

Beyond economic and political cooperation, the meeting also emphasized the importance of cultural and social ties between the two nations. People-to-people connections, cultural exchanges, and youth cooperation were highlighted as essential elements of long-term friendship.

Cultural exchanges and educational cooperation help build trust between future generations. These interactions also deepen mutual understanding and strengthen cooperation at the community level.

Leaders from both sides agreed that encouraging youth engagement and expanding cultural exchanges would further strengthen the relationship and support continued cooperation in the years ahead.

Samdech Men Sam An emphasized that the younger generation of leaders and officials must continue to strengthen the traditional friendship built by earlier generations.

She noted that the warmth and sincerity shown by previous leaders have laid a strong foundation for cooperation. The responsibility now lies with the current and future generations to preserve and expand this partnership. Both sides reaffirmed their commitment to strengthening cooperation across all sectors, including politics, economy, culture, and social development.

The meeting also took place at a time when the regional and global environment continues to evolve. Despite uncertainties, both Cambodia and Vietnam emphasized the importance of maintaining stability, cooperation, and peaceful development.

The leaders agreed that strong bilateral relations contribute not only to the prosperity of both countries but also to stability in the wider region.

The courtesy meeting between Samdech Men Sam An and General Secretary To Lam reflects the continued strength of Cambodia–Vietnam relations. Built on shared history, expanding economic ties, and growing people-to-people connections, the partnership between the two countries continues to evolve.
