Samdech Techo Hun Sen Advocates for South Korea’s Rural Development Model in Cambodia

In a significant move towards agricultural and rural advancement in Cambodia, Senate President Samdech Techo Hun Sen has shown robust encouragement for the introduction of South Korea’s acclaimed New Village Movement (Saemaul Undong). This development strategy, created by former President Park Chung Hee, is currently in its initial phase of implementation in Kampong Speu province of Cambodia.

The discussion came to light during a courtesy visit by Governor of Gyeongsangbuk-do, Lee Cheol-woo, to the Senate on 29 July 2024. Lee Cheol-woo shared insights into the pivotal role of the New Village Movement in transforming South Korea’s agricultural landscape and rural development, thereby substantially enhancing the nation’s GDP. The initiative is remembered for revitalizing the Korean economy by focusing on reforms across agriculture, industrialization, and education sectors under the visionary leadership of President Park Chung Hee.

Lee emphasized the remarkable journey of South Korea from a GDP per capita of merely USD 60 in 1961 to becoming an economic powerhouse. The strategic implementation of the Saemaul Undong principles greatly contributed to this success. He proposed that adopting similar educational frameworks and bolstering Cambodia’s processing industry, in partnership with Gyeongsangbuk-do, could significantly benefit both nations.

A keen area of focus remains on agro-industry and addressing the critical issue of food insecurity. The promotion of agricultural productivity and food processing is seen as a vital step towards mutual prosperity for Korea and Cambodia.

Responding positively, Samdech Techo Hun Sen voiced his approval and enthusiasm for the collaborative effort towards employing the New Village Movement in enhancing Cambodia’s agriculture and rural communities. Recalling his visit to Korea in 1996, he remarked on the similarities between the agricultural challenges faced by both countries, emphasizing the relevance of the New Village Movement’s strategies such as canal digging and water management to Cambodia’s context.

With a vision towards reforming agriculture and industrialization to propel the growth of industry and services, Samdech Techo identified these measures as crucial for economic advancement and elevating living standards.

He highlighted the shared histories and similar challenges post-conflict, pointing out that both nations could draw valuable lessons from each other’s experiences. Gyeongsangbuk-do, as Korea’s largest province, boasts immense potential in industry, agriculture, culture, and more. Governor Lee Cheol-woo expressed his dedication to fostering collaboration with Cambodia across these varied sectors, aiming for a fruitful partnership.

This partnership represents a significant step towards leveraging international experience in rural development and agricultural efficiency, aiming to replicate a proven model of success within Cambodia’s unique socio-economic landscape.
