In a move directed towards regional integration and prosperity, Cambodian Senate President, Samdech Techo Hun Sen, has made public his proposal for establishing a Cambodia-Laos-Thailand Development Triangle. The announcement came during a special voice message delivered on Monday, August 12. This initiative is envisioned as a complement to the already existing Cambodia-Laos-Vietnam Development Triangle Area (CLV-DTA), previously brought to fruition under his leadership.
Samdech Techo Hun Sen elaborated on the idea which had been discussed with former Thai Prime Minister Thaksin Shinawatra and officials from Laos. The plan included constructing a golf course comprising 27 plots near Preah Vihear province along the border. Unfortunately, repetitive leadership changes in Thailand, characterized by a succession of coups, have halted this strategic triangle’s advancement.
Speaking on the matter, Samdech Techo underscored his desire to strengthen peaceful collaboration with neighboring nations by leveraging economic, commercial, and touristic developments to alleviate poverty for the local populace. While reflecting on these collaborative endeavors, he rebuffed suggestions by some to construct physical barriers along the borders. He questioned the practicality of walling off natural waterways such as the Mekong River, the Bassac River, and various canals that link Viet Nam and Cambodia, highlighting that any barriers would be susceptible to being bypassed or breached.
Instead, Samdech Techo espoused a different philosophy regarding border protection: nurturing the prosperity and active engagement of the border inhabitants. By bolstering infrastructure and improving access to vital facilities including houses, schools, hospitals, and roads, he believes it will fortify these regions against external pressures and enhance the quality of life for those residing in border areas – all without the need for restrictive fences.
The original CLV-DTA initiative, championed by Samdech Techo Hun Sen back in 1999, set a precedent for regional collaboration by aiming to convert border provinces into zones of unity, harmony, and growth. The new Cambodia-Laos-Thailand Development Triangle seeks to emulate and extend these successes, fostering a future where borders are not barriers but rather connective corridors facilitating mutual prosperity and understanding. The commitment to achieving this vision reflects Cambodia’s role as an active participant and catalyst for regional development.
