In a special voice message delivered on Monday, August 12, he emphasized the power of citizen engagement over concrete fences as a means of protection for the area.
Samdech Techo Hun Sen highlighted that a national defense rooted in the community is far superior to passive structures. He proposed that the focus should be placed on developing infrastructure that enriches these border communities with vital services such as better road networks, housing opportunities, healthcare facilities, and educational institutions. By improving these essential elements, residents can establish stable livelihoods and contribute to the defense and prosperity of the region through active participation.
The Senate President outlined a strategy that would allocate potential funds for border fences into more transformative projects.
