In a significant address, Cambodian Prime Minister Hun Manet stressed the need to move away from the traditional “Working in Silos” practice and adopt the “Dynamics of Stakeholders System” approach. This shift is essential for establishing a strong national innovation system that can excel in regional and global competition.
On Sunday (March 24), the Prime Minister delivered his remarks at the launch of the 2nd National Day of Science, Technology, and Innovation held at the Koh Pich Convention and Exhibition Center. He emphasized the significance of the Dynamics of Stakeholders System approach, particularly in the first phase of the Pentagonal Strategy.
The Dynamics of Stakeholders System approach requires all ministries and institutions under the Royal Government of Cambodia, at both national and sub-national levels, to collaborate and coordinate their efforts energetically. This teamwork, driven by synergy and complementarity, along with adaptability to changing realities, is crucial to achieving the set priority objectives.
To further promote engagement in advancing science, technology, and innovation, Prime Minister Hun Manet proposed prioritizing key actions in coordination with the Ministry of Industry, Science, Technology, and Innovation and other relevant ministries.

This reinforcement should align with existing legal frameworks.
