On the 6th of June, 2024, Vientiane, the capital city of Lao PDR, played host to a crucial session of the Southeast Asia Nuclear Weapon-Free Zone (SEANWFZ) Commission’s Executive Committee (EXCOM). This assembly, pivotal in the ongoing efforts to maintain and enhance peace and stability in the region, was graced by the presence of His Excellency KUNG Phoak. As the Secretary of State of the Ministry of Foreign Affairs and International Cooperation, and the designated ASEAN SOM Leader for Cambodia, His Excellency’s participation underscored Cambodia’s commitment to the disarmament agenda and regional harmony.
The convocation’s agenda was comprehensive, focusing on key measures and strategies to fortify the region’s stance against nuclear proliferation. High on the discussion list was the Review of Progress in the Implementation of the SEANWFZ Treaty’s Plan of Action spanning from 2023 to 2027. This analysis is imperative for assessing the effectiveness of past actions and recalibrating future strategies to ensure the zone remains free of nuclear weapons.
Moreover, the delegates delved into deliberations on the Protocol to the SEANWFZ Treaty, scrutinizing its terms to ensure they remain relevant and robust in the face of evolving global dynamics and challenges. Ensuring the adherence and commitment of all parties to the treaty is crucial for maintaining the integrity and effectiveness of the nuclear-weapon-free zone in Southeast Asia.
Another significant topic was the accession of Timor-Leste to the SEANWFZ Treaty. Incorporating new member states into the treaty framework reflects the expanding consensus and dedication among Southeast Asian nations to uphold peace and deter nuclear proliferation within the region.
The meeting in Vientiane isn’t just a routine assembly; it represents a decisive step towards strengthening regional security mechanisms and underscores the concerted efforts of Southeast Asian nations to advocate for peace and nuclear disarmament.
