Cambodia’s startup ecosystem has experienced rapid growth in recent years, with over 300 tech startups currently operating in the country, and this number is expected to double in the next three years. Despite the positive outlook, many founders come with the preconception that launching a startup is easy, leading to false enthusiasm and positivity. In reality, starting a business is challenging, and surviving in a competitive landscape is even harder. This is where startup incubators and accelerators play a crucial role in preparing founders and equipping startups with the necessary tools and knowledge for success.

Incubators vs. Accelerators

Understanding the difference between a startup incubator and an accelerator is essential for founders seeking support. Incubators are designed to nurture ideas from inspiration to launch, providing an environment and mentorship to develop a viable business proposition. They offer a more flexible approach, often featuring coworking spaces and networking events to connect entrepreneurs with investors and strategic partners.

Accelerators, on the other hand, are designed to speed up the growth of a startup that already has a validated idea and is ready for the market. They provide intensive learning sessions, seed investment, and access to experienced mentors. The goal is to refine the business model and prepare for pitching to investors and venture capitalists. While both incubators and accelerators share similarities, their unique characteristics cater to different stages of a startup’s development.

Top Startup Incubators in Cambodia for the Ideation Stage

  1. GIC Incubation Center

Target audience: Early-stage startups with a team

Focus: STEM

The GIC Incubation Center, established by the Department of Information and Communication Engineering at the Institute of Technology of Cambodia, focuses on promoting STEM-based startup creation. The center assists students with business ideas and researchers engaged in R&D activities by providing essential facilities and pre-incubation activities. In addition to office space and meeting rooms, the center offers training, workshops, seminars, competitions, and conferences. GIC connects teams with mentors to help them develop business ideas, models, and plans while also facilitating networking opportunities with experts and investors.

  1. Startup Cambodia

Target audience: Early-stage startups with a team

Idea required: Yes

Focus: Technology

Startup Cambodia, led by the Ministry of Economy and Finance, is a government initiative supporting the development of local startups and the Cambodian startup ecosystem. Although not an incubator itself, the national platform offers resources and information about startup-related programs in Cambodia, including mentoring programs, hackathons, and challenges. It serves as a hub for connecting with founders, mentors, entrepreneurs, investors, and other stakeholders.

  1. National Incubation Center of Cambodia (NICC)

Target audience: Early-stage startups with a team

Idea required: Yes

Focus: Information and Communication Technology

In response to the growing digital economy, the National Incubation Center of Cambodia (NICC), supported by the Korean International Cooperation Agency (KOICA), aims to foster the incorporation of ICT technology in business ventures. NICC organizes various training events, workshops, and seminars covering information technology, communication, business, and marketing to help participants develop innovative technology-based solutions. The center also holds the annual Bandos Digital Startup program, offering training, mentoring, pitching opportunities, and a chance to win up to US $10,000 in prizes.

  1. TEK4GOOD

Target audience: Early-stage startups with a team

Idea required: Yes

Focus: Technology

Tek4Good is an incubation center dedicated to harnessing technology for social good. The center supports startups in Cambodia by providing mentoring, networking events, and office space facilities. Tek4Good offers business coaching to help startups develop necessary skills and hosts regular events such as skill-sharing sessions, discussions, summits, and seminars. The center’s workspace, equipped with projectors, conference rooms, and other facilities, is home to startup residents like PhsarTech, Solution-BI, Bi-Kay, and Kokopon.

  1. Angkor 500

Target audience: Aspiring entrepreneurs with an idea seeking a cofounder, early-stage startups with a team

Idea required: Yes

Focus: Technology

The Royal Government of Cambodia collaborated with 500 Global, a renowned venture capital firm and accelerator, to launch the Angkor 500 program, which supports Cambodian founders and encourages entrepreneurship. With experience working with over 6,000 founders and more than 2,500 companies worldwide, Angkor 500 leverages its global network to help startups grow.

The Angkor 500 program offers four core programs: Team Formation, Business Activation, Global Accelerators, and International Showcases. The program consists of three phases, starting with Startup Generation, where selected founders participate in team-building initiatives and develop initial products and business models. This is followed by a Global Accelerator, focusing on expanding the customer base and preparing for fundraising. Finally, selected teams participate in an International Showcase to pitch their ideas to corporations, key industry players, and partners from the 500 Global and Khmer Enterprise network.

Challenges and Opportunities in Cambodia’s Startup Ecosystem

Cambodian startups face several challenges, including limited business and technical skills of their founders, inadequate networks, lack of information on the ecosystem’s offerings, and tax compliance issues. Additionally, inadequate financing, high staff turnover, and weak markets due to low digital literacy of potential customers hinder growth. The homogenous composition of founding teams and the fact that many founders still work at day jobs also limit the time spent on their startups.

Despite these obstacles, Cambodia’s large youth population and support from government and stakeholders present numerous opportunities for startup growth. However, several improvements are needed to strengthen the ecosystem and promote startups to scale up.

To foster a robust startup ecosystem in Cambodia, the implementation of a startup policy or roadmap can be beneficial. Increasing tech talent attraction, promoting positive role models, and enhancing the quality of mentorship are essential steps to take. Improved information sharing among startups and between startups and support agencies can also facilitate growth.

Fostering a stronger culture of entrepreneurship and risk-taking can encourage more people to start new ventures and help Cambodia’s startup scene reach its full potential. By understanding the distinctions between incubators and accelerators and acknowledging the challenges and opportunities within the ecosystem, founders can better navigate the path to success in Cambodia’s burgeoning startup landscape.
