The Ministry of Industry, Science, Technology and Innovation (MISTI) has launched a targeted training course on “Public Procurement Implementation Procedures” aimed at improving the efficiency and awareness of its internal budget and procurement units.
The program officially commenced with an opening ceremony in Phnom Penh, presided over by H.E. Dr. Nhim Khemara, Permanent Secretary of State and Deputy Chairperson of MISTI’s Procurement Committee. Senior ministry officials and procurement officers from various departments attended the event.
In his remarks, Dr. Khemara highlighted the strategic importance of public procurement in delivering effective public services. “Although public procurement procedures may be complex,” he noted, “a careful study and understanding of each stage—from preparing bidding documents to contract management and payment—will help procurement units become more efficient in obtaining goods and services according to their needs.”
He further underscored that mastering procurement protocols is not just a technical requirement, but an essential tool to ensure transparency, cost-effectiveness, and alignment with national development goals.
The training initiative forms part of the Royal Government of Cambodia’s broader Public Financial Management Reform Program (PFMRP), under which MISTI is gradually delegating more authority to its budget and procurement units. This decentralization process is designed to strengthen institutional accountability, enhance transparency, and ensure more responsive service delivery.
Through these capacity-building efforts, MISTI aims to empower its staff to execute procurement activities with greater professionalism, ethical standards, and compliance with relevant legal frameworks.
The training will continue in phases, with additional sessions planned to deepen staff competencies and align MISTI’s procurement practices with evolving national and international standards.
