Phnom Penh, Cambodia – Cambodia is planning to establish its first modern oil refinery within the next three years, according to officials from the Ministry of Mines and Energy. The project is expected to strengthen the country’s energy infrastructure and reduce reliance on imported refined petroleum products.
Currently, Cambodia imports most of its refined fuel from neighboring countries such as Thailand, Vietnam, and Singapore. The proposed refinery aims to enable domestic processing of crude oil and improve the stability of fuel supplies across the country.
Officials say the project is part of broader efforts to develop Cambodia’s energy sector and build long-term capacity for refining petroleum products locally.
Strategic Investment in Energy Infrastructure
Authorities are actively exploring investment partnerships and technical cooperation to support the development of the refinery. Previous proposals have involved international investors and energy companies interested in Cambodia’s growing fuel demand and expanding economy.
Energy analysts note that Cambodia’s demand for oil products is expected to increase steadily over the coming decade as industrial activity, transportation networks, and urban development continue to grow.
Developing a domestic refinery could allow Cambodia to process crude oil locally and create additional capacity for storage and distribution of fuel products.
Economic and Industrial Implications
Large-scale energy infrastructure projects such as oil refineries often stimulate wider economic activity by generating employment opportunities and supporting related industries including logistics, transportation, and petrochemical processing.
A domestic refinery may also improve supply-chain efficiency for fuel distribution nationwide. With Cambodia’s economy expanding and energy consumption increasing, officials see the project as a strategic step toward strengthening national energy security and supporting industrial growth.
Experts also note that improved energy infrastructure can contribute to long-term economic development by reducing import dependence and supporting stable fuel pricing for businesses and consumers.
