Cambodia’s Prime Minister Urges Collective Efforts for Science, Technology, and Innovation

Cambodian Prime Minister, Samdech Thipadei Hun Manet, emphasized the importance of implementing national Science, Technology, and Innovation (STI) policies transparently and effectively. Speaking at the 2nd National Day of Science, Technology, and Innovation, he called upon all stakeholders to work together to transform challenges into opportunities, develop new technologies, and ensure the resilient development of the national economy.

In addition, the Prime Minister highlighted five crucial factors for building an inclusive, resilient, and sustainable nation. These factors include promoting foreign direct investment in high-tech areas, fostering technology transfer, prioritizing knowledge and skills development, enhancing talent mobility, and creating a supportive environment to attract talent grants.

To further promote the participation in science, technology, and innovation, the Prime Minister recommended several points for implementation. These include strengthening governance in the field of STI, promoting technological transformation in industries, establishing diversified technological platforms, implementing monitoring and evaluation mechanisms, and establishing a robust foundation in science, technology, and innovation across all sectors.

By prioritizing these actions, Cambodia aims to elevate its science, technology, and innovation ecosystem and make significant contributions to its socio-economic development.

Cambodia’s Prime Minister, Samdech Thipadei Hun Manet, began his speech at the 2nd National Day of Science, Technology, and Innovation by emphasizing the need for collective efforts in implementing national Science, Technology, and Innovation (STI) policies with transparency and effectiveness. He called upon all stakeholders, including ministries, institutions, universities, research centers, the private sector, and civil society, to work jointly to transform challenges into opportunities, develop new technologies, and ensure the effective and resilient development of the national economy.

During his speech, the Prime Minister highlighted Cambodia’s existing STI policies, such as the National Science, Technology, and Innovation Policy 2020-2030 and the National Policy on Science, Technology, and Innovation 2020-2030. He urged all stakeholders to implement these strategic policies transparently and effectively.

In addition to emphasizing the implementation of STI policies, the Prime Minister outlined five factors necessary for building an inclusive, resilient, and sustainable nation. Firstly, he stressed the need to promote the economy, trade, and investment activities through foreign direct investment in high-tech areas within the framework of free trade agreements. Secondly, he called for the urgent promotion of technology transfer through horizontal models between enterprises. Thirdly, he emphasized the importance of prioritizing technology transfer, knowledge enhancement, practical skills, re-skilling, and up-skilling. Fourthly, he highlighted the need to foster talent mobility and digitalization in an inclusive manner. Lastly, he emphasized the creation of a supportive environment to attract talent grants.

To further promote participation in science, technology, and innovation, the Prime Minister provided recommendations for the Ministry of Industry, Science, Technology, and Innovation and relevant ministries and institutions. Firstly, he emphasized the importance of strengthening governance in the fields of science, technology, and innovation, with the Ministry of Industry, Science, Technology, and Innovation and the National Council for Science, Technology, and Innovation playing key roles. Secondly, he called for the promotion of technological transformation within industries and small and medium-sized enterprises to enhance productivity and embrace advancements. Thirdly, he emphasized the need for diversified technological platforms to assist relevant stakeholders, particularly the private sector, in market research and accessing regional and global supply chains. Fourthly, he stressed the importance of implementing a monitoring and evaluation mechanism based on the indicators outlined in Cambodia’s Science, Technology, and Innovation Roadmap 2030. Lastly, he highlighted the collaboration between education, research institutions, the private sector, and the government to establish a robust foundation in the area of science, technology, and innovation across all sectors.

Through these actions, Cambodia aims to strengthen its science, technology, and innovation ecosystem, contributing to its socio-economic development. The implementation of transparent and effective STI policies, along with the five highlighted factors and the Prime Minister’s recommendations, will support Cambodia’s journey towards becoming a digital and innovative nation, driving progress and prosperity for all.
