$3 Million Investment in the Future of Tuol Sleng Genocide Museum with Phase II of Archives Project

The importance of safeguarding historical documents cannot be overstated, with educational growth and cultural preservation reliant on our ability to maintain these records. The Royal Government of Cambodia acknowledges this, prioritizing the safeguarding of Cultural Heritage. One project at the forefront of this effort is the safeguarding and digital transformation of the Tuol Sleng Genocide Museum archives, a project critical for fostering historical awareness and remembrance.

Addressing the challenges in archive preservation and accessibility, the Korea International Cooperation Agency (KOICA) has joined forces with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Ministry of Culture and Fine Arts for a notable initiative. They’ve introduced the launch of a comprehensive project aimed at enhancing peace education, archive preservation, digital transformation, and site conservation for youth empowerment, known as the PEACE project or (Tuol Sleng Genocide Museum Archives Preservation and Digitization Project Phase II).

This initiative seeks to improve the conditions and environments for conserving and sharing the values of Cambodian Memorial Sites (CMS), enhancing understanding through improved exhibitions and educational programs. It plays a vital role in Cambodia’s strategy for development, aligning with the Pentagonal Strategy – Phase I (2024-2028), which focuses on various pillars of societal growth, including cultural heritage and digital infrastructure development.

In a significant step forward, a high-level dialogue has strengthened the bonds between Cambodia and South Korea, with both nations reiterating their commitment to cultural preservation and education. An appreciable gesture from South Korea includes the multifaceted support for projects like PEACE and other cultural heritage and educational endeavors within Cambodia.

The formalization of this commitment was marked by the signing of the “Grant Arrangement” and the “Record of Discussion” on 8 August 2024, paving the way for the project’s next phase. This phase is supported by an additional US$3 million from KOICA, extending the project and enhancing its scope to include, among other goals, the encouragement of a peaceful society through cultural and heritage education.

The first phase of this endeavor produced commendable results, including the digitization of an extensive number of pages and archives, now accessible through a comprehensive bilingual website. The project also received international recognition, being awarded the UNESCO/Jikji Memory of the World Prize in 2020.

Building on this foundation, the second phase aims not only to continue these efforts but also to contribute to the nation’s economic vitality through tourism, creating jobs, and enhancing skills in archival management and peace education. The project stands as a crucial component in sharing Cambodia’s narrative, fostering an understanding that guards against repeating historical atrocities.

By fostering international collaboration and dialogue on cultural preservation, Cambodia, through the insights and efforts of individuals like Hang Nisay, Director of the Tuol Sleng Genocide Museum, extends its influence and lessons globally. These initiatives embody a dedication to remembering and learning from the past while striving towards a future marked by peace, sustainability, and inclusive growth.

KOICA’s role in spearheading these initiatives underscores a shared commitment to strengthening bilateral ties and promoting cultural understanding between Cambodia and South Korea. As the agency continues to support development in education, health, and rural development since establishing the Phnom Penh Office in 2003, its endeavors are crucial stepping stones toward a brighter, more informed, and unified future.
