In a significant move towards enhancing the country’s socio-economic framework, the Council for the Development of Cambodia (CDC) recently orchestrated a comprehensive consultative meeting. The primary focus of this discussion was to refine the draft guideline designed for partnership mechanisms, aiming to bolster collaborations with key development partners involved in the country’s growth.

The meeting, chaired by Rith Vuthy, Secretary-General of the Cambodian Development and Cooperation Board (CDCB) of the CDC, was conducted both physically and digitally from Phnom Penh last Friday. This session marked a pivotal step in advancing the Development Cooperation and Partnerships Strategy (DCPS) for the years 2024-2028.

During the deliberations, Secretary-General Vuthy reiterated the Royal Government of Cambodia’s (RGC) dedication to leveraging official development assistance (ODA). He highlighted the government’s strategy to fortify ties with various development stakeholders. This initiative is primarily aimed at accelerating socio-economic enhancements aligned with the national development objectives. Furthermore, it supports Cambodia’s ambition to shed its least developed country status as part of its broader strategic vision for 2030 and 2050.

The impetus for the assembly was not only to review the guidelines but also to incorporate diverse perspectives and suggestions critical for refining the guidelines. Vuthy elaborated that the goal of this gathering was to “promote an effective, inclusive implementation of the strategy through the newly drafted guidelines.” These guidelines are intended to augment transparency, maintain accountability, and enhance the effectiveness of developmental cooperation.

The consultation meeting was reportedly fruitful, securing valuable insights and recommendations from various ministries and development partners, per a CDC press release. Such collaborative efforts are crucial for the upcoming revisions of the draft guidelines.

Expressing his optimism about the outcomes of the meeting, Vuthy stated his conviction that these discussions are instrumental in solidifying the robust cooperative framework between the RGC and all pertinent entities. This, in turn, is expected to positively impact Cambodia’s developmental trajectory during the seventh legislature of the National Assembly.

The meeting witnessed participation from over 100 attendees, including high-level representatives from the RGC, the Capital-Provincial Board of Governors, and several development partners, both in-person and virtually.

The strategy discussed, DCPS 2024-2028, is intricately linked with the broader Pentagonal Strategy – Phase One and the National Strategic Development Plan (NSDP). It emphasizes the strategic management of development finance flows to maximize resource efficiency and impact. This structured approach is geared towards creating a sustainable and prosperous future for Cambodia, ensuring that all developmental efforts are coordinated effectively across various governmental and non-governmental platforms.
