World Bank Grants $40 Million to Bolster Job Skills in Cambodia

The World Bank’s Board of Executive Directors made a significant move on May 23, 2024, by approving a $40 million credit to fortify the job skills of around 33,000 Cambodians. This financial boost comes from the International Development Association (IDA) and is aimed at elevating both the quality and relevance of vocational skills within the country’s workforce. Ultimately, the funding is set to enhance the employability and earning potential of the Cambodian labor force.

The substantial investment will be channeled into the Skills for Better Jobs Project, whose mission is to bolster technical and vocational education and training systems. One major objective of the project is the improvement of career guidance and job support services, initiating a stronger bond between employer requirements and the development of vocational training programs.

Cambodia has witnessed a significant advancement in its economy and employment rates owing to stable economic policies, an openness to international trade, and the ability to secure privileged access to markets in the West, which in turn attracted foreign investment. However, despite these advancements, the country is still challenged by the prevalence of low quality, principally informal job opportunities that require only rudimentary skills.

The project, set to unfurl over a span of five years, targets the economic diversification of the country into more varied sectors craving medium-skilled labor. Execution responsibilities are delegated to the Ministry of Labour and Vocational Training along with the Skills Development Fund.

In light of the project, Maryam Salim, Country Manager for Cambodia from the World Bank, highlighted the critical nature of enhancing the workforce’s abilities. She stated, “To scale up the production landscape and venture into diversified industries, it is imperative to upgrade the skills of the existing and forthcoming labor pool. Doing so will position Cambodia attractively for quality foreign investments and answer the call of the employment sector.” She further emphasized that technical training tailored to market needs, fortified with digital and behavioral skill instruction, can aid in propelling Cambodia toward its development goals.

The project’s ambitious targets include the following:

  • Augmenting employer contentment regarding the competencies of educational program graduates;
  • Boosting the ratio of graduates securing employment that offers remuneration exceeding the median national wage;
  • Amplifying the contributions of industry experts in shaping and implementing educational courses, as well as encouraging a synergistic relationship between training entities and businesses;
  • Enhancing the labor market’s informational framework; and
  • Expanding the availability of occupation-centric counseling and career guidance services.

Through these targeted outcomes, the Skills for Better Jobs Project aspires to catalyze a significant shift in the employability and skill level of the Cambodian workforce, with potentially far-reaching impacts on the nation’s socio-economic fabric.
