Prime Minister Advocates for Expanded Digital Technology Use to Address Inequalities

Prime Minister Hun Manet has made a compelling argument for the broader application of digital technologies as a tool to bridge inequalities intensified by the Covid-19 pandemic. His remarks came during the keynote speech at the 80th Annual Meeting of the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP), held in Bangkok, under the theme ‘Leveraging Digital Innovation for Sustainable Development.’

Highlighting the critical role of digital innovation in driving sustainable development, environmental protection, and increasing resilience, Mr. Hun Manet emphasized how digital tools could be instrumental in meeting the evolving needs of society. He pointed out that technology holds the key to broadening access to vital opportunities and services, promoting the equitable distribution of developmental benefits among all citizens.

Mr. Hun Manet referenced the position of Cambodia, like many nations, on digital technology as a vital catalyst for socioeconomic advancement. He outlined technology’s potential to invigorate economic growth and expand the reach of essential public utilities. “Digital technology has the capacity to cultivate a sophisticated, cultured society where citizens reap the rewards of eco-friendly, secure, and dependable innovations, while also safeguarding our national identity and cultural heritage,” he remarked.

The Prime Minister shared insights into the Royal Government’s strategic initiatives, including the implementation of the Pentagonal Strategy Phase 1, which earmarks five priorities: people, roads, water, electricity, and technology. This strategy aims to establish a digital economy and society. Additionally, he mentioned several policy frameworks in process, such as the Digital Economy and Social Policy Framework of Cambodia 2021-2035, which align with achieving a comprehensive digital transformation.

In a broader context, Cambodia’s active role in pursuing a regional and global digital agenda was highlighted. Participation in frameworks like the ‘ASEAN Digital Master Plan 2025’ and various initiatives signals Cambodia’s commitment to regional digital development goals.

A major challenge discussed by the Prime Minister was the digital divide, both within nations and between urban and rural areas, alongside the ongoing obstacle of unexploded ordnances. These remnants of war pose a significant barrier to deployment and access to quality internet services. Confirming Cambodia’s ongoing dedication to mine clearance, he aligned this effort with the Sustainable Development Goals and emphasized the crucial role of international collaborations in overcoming these hurdles.

Moreover, Prime Minister Hun Manet announced Cambodia’s role in hosting the ‘Siem Reap-Angkor Summit for a Mine-Free World’ as part of the Ottawa Convention initiatives, marking a committed step toward a mine-free future.

In the lead-up to the main event, significant discussions were held between Cambodian officials and representatives from UN-ESCAP to enhance cooperation. The presence of a high-level delegation from Cambodia, including senior ministers and ambassadors, underscored the country’s dedication to fostering international partnerships in pursuit of digital progress and addressing the challenges presented by the digital divide and legacy issues like unexploded ordnances.
