The digital landscape in Cambodia is about to receive a significant boost as the Hong Kong-Phnom Penh submarine fiber optic cable network project is set to be completed by 2024. Chea Vandeth, Minister of Posts and Telecommunications, confirmed the promising timeline during a signing ceremony on May 2, 2023. The $165-million project is poised to catapult Cambodia’s internet infrastructure into the future, meeting the growing demands of the country’s burgeoning digital economy.

The completion of the submarine fiber optic cable network will mark a new era of connectivity for Cambodia, addressing the needs of its expanding internet user base. With more than 17 million SIM internet users and over 310,000 fixed internet users, the country requires a high-capacity, high-speed network to keep up with the evolving digital landscape. This project has the potential to significantly impact the lives of Cambodians by providing affordable, high-speed internet access across the country.

The Cambodian government’s dedication to improving internet infrastructure is evident in its collaboration with the Ministry of Agriculture, Forestry, and Fisheries. This partnership aims to establish digital technology systems and infrastructure that will benefit both ministries and their constituents. The establishment of a document verification nursery under the verfy.gov.kh initiative further demonstrates the government’s commitment to leveraging technology for the betterment of its citizens.

This ambitious project has been made possible through a loan from the Chinese government. Cambodia plans to repay the loan with profits generated from the sale of internet services, ensuring a sustainable and mutually beneficial arrangement. The new fiber-optic network is expected to be cost-effective, fast, and able to meet the diverse needs of the Cambodian public.

With 38 internet service providers, five land and submarine fiber infrastructure operators, and 640 kilometers of submarine fiber optic cable network already in place, Cambodia is well on its way to becoming a digital powerhouse in the region. The completion of the Hong Kong-Phnom Penh submarine fiber optic cable network project will undoubtedly serve as a catalyst for further innovation and growth in the country’s thriving digital ecosystem.
