PHNOM PENH — A delegation of 15 Cambodian Ministry of Information officials is traveling to India to take part in specialized ITEC media training under the Indian Technical and Economic Cooperation framework. The two-week program, titled Certificate Course in New Age Media and Information Technology, will run from 14 to 25 September 2026 at the Centre for Development of Advanced Computing (C-DAC) in Delhi.

Prior to their departure, the Embassy of India in Phnom Penh hosted an interactive briefing session with the delegation, senior ministry representatives, and local press leaders. Minister of Information H.E. Neth Phektra attended the gathering as the Chief Guest, expressing appreciation for India’s sustained contributions toward institutional capacity building and civil service digital transformation.
Advanced Skills Development Through ITEC Media Training
Indian Ambassador to Cambodia Vanlalvawna Bawitlung noted that bilateral collaboration in human resources continues to strengthen the close historical ties between both nations. Ambassador Bawitlung highlighted that modern information officers play an essential role in public diplomacy, expressing confidence that the hands-on curriculum will elevate administrative reporting and public communication standards.

The curriculum, conducted jointly by C-DAC Delhi and the Indian Institute of Creative Skills, blends creative design workflows with digital media governance. During this ITEC media training, participants will receive technical instruction in producing VFX-enhanced reels, short-form video optimization, soundtrack editing, and WordPress publishing, as well as investigative fact-checking, data journalism, and digital privacy regulations.
Delegates will also tour active Indian newsrooms and production studios to examine high-speed digital workflows in real time. Administered by the Ministry of External Affairs through the ITEC Government of India portal, the platform trains roughly 300 Cambodian professionals each year across diverse technical and public administrative disciplines.
