PHNOM PENH — Prime Minister Hun Manet has officially launched the National Strategy for the Development of Micro, Small and Medium Enterprises (MSMEs) 2026–2030. The ambitious five-year roadmap is designed to strengthen local businesses, elevate industrial productivity, and reduce the country’s reliance on imported goods as Cambodia prepares for its anticipated graduation from Least Developed Country (LDC) status in 2029.
Unveiled at a high-profile ceremony in Phnom Penh, the comprehensive strategy seeks to optimize the business environment, expand digital and financial inclusion, simplify regulatory burdens, and bolster the global competitiveness of Cambodian enterprises.
Key Pillars of the 2026–2030 MSME Strategy
MSMEs form the absolute backbone of Cambodia’s economy, accounting for approximately 63 percent of the Gross Domestic Product (GDP) and driving over 70 percent of total employment. Official figures note that Cambodia houses more than 44,000 registered enterprises and handicraft businesses, supporting nearly 500,000 jobs, with broader census data recording millions more across the informal economic spectrum.
The newly introduced strategy targets several core areas to unlock this sector’s full potential:
- Enhancing Business Environment & Regulation: Streamlining administrative procedures through digital transformation. The government has successfully integrated 18 institutional bodies into the CamDX digital registration platform to drastically reduce bureaucratic hurdles.
- Improving Access to Finance: Strengthening partnerships with financial institutions and state-backed entities like the SME Bank of Cambodia, which has disbursed over $662 million in direct and co-financing loans to more than 4,000 local SMEs.
- Technology & Innovation Adoption: Encouraging businesses to upgrade their operational technology, improve product quality standards, and integrate into modern regional and global supply chains.
- Formalizing the Informal Sector: Working alongside the National Strategy on Informal Economy Development (2023–2028) to help informal workers and micro-businesses transition into the formal economy, which has already seen over 537,000 informal workers register on state digital platforms.
Driving Productivity Beyond Basic Survival
Speaking at the launch, Prime Minister Hun Manet emphasized that promoting MSMEs is vital for building a resilient, self-sufficient economic foundation that can weather global and regional market volatility.
“The experience in overcoming regional and global challenges… clearly demonstrates the need to promote the development of MSMEs, which are key drivers for building a strong foundation, reducing reliance on external factors, and promoting sustainable, inclusive, and resilient socio-economic development,” Mr. Hun Manet stated.
Minister of Industry, Science, Technology and Innovation Hem Vanndy added that the strategy aims to transition local companies past the basic survival phase into engines of high productivity and quality standards.
“Our challenge is not simply increasing the number of enterprises, but making them more productive, competitive and better connected to modern supply chains,” Vanndy noted, highlighting that robust domestic capacity is crucial to navigating global economic uncertainty and shifting environmental standards.
Preparing for LDC Graduation
As Cambodia moves toward its target of graduating from LDC status by 2029, strengthening local manufacturing and service sectors is paramount. The 5-year strategy aims to ensure that “Cambodian-made” products meet international benchmarks, allowing local businesses to seamlessly substitute high-value imports and expand their market footprint abroad.
With targeted institutional coordination, simplified bureaucratic red tape, and robust financial backing, the National MSME Strategy 2026–2030 positions small and medium-sized enterprises at the absolute forefront of Cambodia’s next era of industrial transformation and inclusive economic growth.
