At the Global Chinese Economic & Technology (GCET) Summit held yesterday at Sofitel Phnom Penh Phokeethra, Cambodian Prime Minister Hun Manet unveiled the nation’s strategic policies to attract investment and foster economic growth. Organized in collaboration with the KSI Strategic Institute for Asia Pacific, the summit focused on fostering partnerships and bridging connections across nations, communities, and cultures. This year’s rebranding of the forum highlighted the growing importance of businesses in driving technological advancement and sustainable economic growth.
In his keynote address, Prime Minister Hun Manet emphasized the government’s commitment to creating a supportive environment for investors and businesses. He underlined the principle that economic growth is driven by private enterprises and innovation, while the government’s role is to facilitate a conducive ecosystem. The premier praised Cambodia’s peace, stability, and open economy as critical assets for investors, noting that the nation allows 100% foreign ownership, unrestricted profit repatriation, and boasts a liberalized investment environment.
Cambodia’s Competitive Edge and Strategic Location
The Prime Minister highlighted Cambodia’s strategic location in Southeast Asia as a vital hub for regional connectivity. Through initiatives like the Mekong Comprehensive Transport and Infrastructure Plan, Cambodia offers integrated road, rail, and waterway networks to ensure cost-effective logistics.
Additionally, he pointed to Cambodia’s young and dynamic workforce, with two-thirds of the population under 35 years old, as a critical driver for innovation and technological growth. To capitalize on this demographic advantage, the government has initiated a human capital development program aimed at training 1.5 million youth in technical and vocational skills.
A Commitment to Green Growth and Renewable Energy
Hun Manet reiterated Cambodia’s commitment to sustainability, highlighting that 62% of the nation’s energy mix comes from renewable sources. The government aims to increase this share to 70% by 2030 and achieve carbon neutrality by 2050. He encouraged investors to view Cambodia as a partner in creating green supply chains, a growing global demand.
Opportunities in the Digital Economy
Digital transformation also took center stage, with the Prime Minister emphasizing the addition of “technology” to Cambodia’s Pentagonal Strategy-Phase I. Initiatives such as digital company registration and streamlined investment approvals are part of the government’s efforts to modernize industries and attract knowledge-based investments.
To further support businesses, the government has introduced a policy advisory committee to ensure competitiveness and a private sector dispute resolution commission for efficient issue resolution.
Expansive Market Access
Hun Manet stressed the opportunities arising from Cambodia’s extensive trade network. Through agreements like the Regional Comprehensive Economic Partnership (RCEP) and the China-Cambodia Free Trade Agreement (CCFTA), Cambodia offers investors access to a market of over 2.3 billion people and a thriving economic bloc.
Summit Highlights and Key Discussions
The GCET Summit brought together over 200 participants, including government officials, business leaders, scholars, and media representatives. Discussions at the forum spanned three key areas:
- China, Green BRI & RCEP: Exploring partnerships in a multipolar world, this session focused on how ASEAN nations can navigate geopolitical challenges while leveraging China’s Belt and Road Initiative (BRI) and RCEP.
- Digital and Green Growth: Speakers emphasized collaboration between ASEAN and China in renewable energy, climate action, and digital transformation, highlighting opportunities in artificial intelligence and IoT.
- Role of Overseas Chinese Entrepreneurs: This session underscored the contributions of the Chinese diaspora in driving economic growth, innovation, and entrepreneurship globally.
China-Cambodia Economic Partnership
The summit highlighted the robust economic ties between China and Cambodia, with China being Cambodia’s largest trading partner and a significant source of foreign direct investment. Initiatives like the CCFTA and BRI have strengthened these ties, driving growth in infrastructure, manufacturing, and real estate sectors.
A Vision for Sustainable Growth
The GCET Summit concluded with a gala dinner, celebrating Cambodia’s achievements as ASEAN’s fastest-growing economy. Ambassador Wang Wenbin and other dignitaries praised Cambodia’s progress and reaffirmed their confidence in the Kingdom as a trustworthy partner.
Prime Minister Hun Manet invited investors to join Cambodia’s transformative journey, emphasizing its unique position as a gateway to regional growth and a partner in building a sustainable, technology-driven future.
