During a meeting with over 5,000 representatives of the informal economy at OCIC, Phnom Penh, Cambodian Prime Minister Hun Manet shared recommendations to advance the “One Enterprise is One Safe Community” campaign on Sunday (Apr. 28).
The recommendations presented by Prime Minister Hun Manet are as follows:
Enforce labor sector laws and regulations strictly, without exception, taking appropriate legal action against enterprise owners and establishments that fail to comply with these laws.
Continue leading the inter-ministerial inspection mechanism, conducting annual inspections for the same purpose or establishments, and enhance the professionalism of labor inspectors by providing training to equip them as judicial police. They should also undertake training on labor laws and regulations.
Collaborate with the Ministry of Economy and Finance to study the feasibility of establishing an insurance scheme to protect workers' benefits in cases of factory closures or bankruptcy within the National Social Security Fund of the Ministry of Labor and Vocational Training. This scheme will be tailored to sectors such as textile, garment, footwear, and travel product and bag manufacturing.
Engage with stakeholders to support the work of the Arbitration Council, ensuring transparency, efficiency, and independence. Conduct a review and reorganization of the Arbitration Council and the Arbitration Council Fund, transforming them into a national institution equipped with appropriate infrastructure and sustainable funding.
Continue implementing the ten key recommendations proposed by former Prime Minister Samdech Techo Hun Sen, along with the ten recommendations put forth by Samdech Thipadei on August 29, 2023, for enhanced effectiveness.
Keep organizing discussions with workers in both the formal and informal economy to address their concerns and requests.
Additionally, Samdech Thipadei offered three recommendations for enterprise owners, establishments, staff delegations, and unions:
Emphasize law enforcement and foster a culture of legal compliance.
Deepen understanding of labor laws and related legal documents in order to carry out roles with increased responsibility and transparency, protecting the rights and interests of all stakeholders in accordance with the law.
Consider factories as essential institutions supporting the livelihoods of workers, employees, and employers alike.
These recommendations, laid out by Prime Minister Hun Manet and Samdech Thipadei, aim to strengthen the “One Enterprise is One Safe Community” campaign and create a safer and more conducive environment for workers in Cambodia. By enforcing labor laws, establishing insurance schemes, supporting the Arbitration Council, and fostering a culture of legal compliance, the government and stakeholders strive to protect workers’ rights, promote transparency, and ensure the sustainability and growth of the country’s economy.
