PHNOM PENH, CAMBODIA — In a landmark move that underscores Cambodia’s growing importance in regional aviation, Cambodia Airport Investment Co., Ltd. (CAIC) has appointed Cambodia Airports — a subsidiary of French infrastructure leader VINCI Airports — as the official operator of the upcoming Techo International Airport (TIA).
The agreement was formally signed on July 10 by CAIC Chairman Pung Kheav Se and Nicolas Notebaert, President of VINCI Airports, marking a pivotal milestone in the development of what is set to become the Kingdom’s largest-ever infrastructure project.
Scheduled to open on September 9, 2025, TIA is being developed by CAIC, a joint venture between the Overseas Cambodian Investment Corporation (OCIC) and the State Secretariat of Civil Aviation (SSCA). The project is designed with a 50-year vision to accommodate Cambodia’s rapidly increasing air traffic and enhance the country’s economic connectivity.
“By selecting VINCI to operate TIA, we reaffirm our commitment to global standards and sustainable long-term development,” said Pung Kheav Se. “This airport is a national gateway, and it will serve Cambodia for generations.”

A Strategic Leap for Cambodian Infrastructure
Techo International Airport marks a new chapter in OCIC’s 25-year legacy of developing transformative infrastructure in Cambodia. VINCI’s appointment brings world-class expertise to the project. The French airport operator manages more than 70 airports across 13 countries, including Phnom Penh International Airport, which it has operated since 1995. In 2024 alone, VINCI handled over 300 million passengers globally.

Techo International Airport is being developed with a consortium of globally renowned consultants and designers, including Foster + Partners and Changi Airports International. Their combined expertise is aimed at delivering a forward-looking, resilient, and efficient airport that will meet the needs of Cambodia’s next generation of travelers.
The terminal design features expansive, high-ceilinged spaces and modern facilities. Duty-free and food and beverage services will be operated by Lagardère Travel Retail and Newrest, with popular global and local brands such as Starbucks and Brown Coffee anchoring the terminal’s retail offerings.
