NEW YORK — Cambodia has firmly reiterated its position on global order, emphasizing that United Nations Security Council (UNSC) resolutions and International Court of Justice (ICJ) judgments are non-negotiable foundations for global harmony.
Ambassador Keo Chhea, the Permanent Representative of Cambodia to the United Nations, delivered this statement during a key diplomatic session at the UN Headquarters.
Ambassador Keo Chhea Addresses UNSC Arria-Formula Meeting
The high-level discussion took place during the UNSC Arria-Formula meeting focused on “Bridging the implementation gap: Security Council resolutions and the maintenance of international peace and security.”
Addressing the global assembly, Ambassador Keo Chhea stated that UNSC resolutions serve as indispensable tools. Specifically, they are essential for the peaceful settlement of disputes. Furthermore, they play a vital role in the prevention and de-escalation of conflicts worldwide. Because of this strategic importance, Cambodia insists these resolutions must always be fully implemented by all member states.
ICJ Judgments Deemed Legally Binding Across Borders
Beyond Security Council mandates, the Cambodian delegation turned its focus toward the world’s highest judicial authority.

Ambassador Keo Chhea added that judgments delivered by the International Court of Justice (ICJ) carry immense legal weight. Given their legally binding nature, these international rulings must not be violated under any pretext whatsoever.
Consequently, Cambodia’s remarks signal a strong call to action for the international community. The nation urges all states to respect international legal frameworks to ensure long-term regional stability and lasting global peace.
