PHNOM PENH — Major Russian vehicle manufacturer GAZ Group is actively exploring investment opportunities in Cambodia, including the potential establishment of a local vehicle assembly plant or automotive component manufacturing facility.
The initiative was highlighted during a bilateral meeting between H.E. Hean Sahib, Secretary of State at the Ministry of Economy and Finance and Chairman of the Private Sector Development Working Group, and a delegation from the Cambodia-Russia Business Association led by its President Tang Saing Heng, alongside Sergey Kuryshev, GAZ Group’s senior regional representative for Asia.
Strategic Market Expansion and Product Showcasing
With over 90 years of manufacturing experience and an export footprint spanning 43 countries, GAZ Group is looking to build upon its established assembly operations in Vietnam to expand its market presence across the ASEAN region.
During the delegation’s visit to the Ministry of Economy and Finance, GAZ Group presented two of its commercial models—the Gazelle City and Gazelle Next Citiline—to demonstrate the company’s innovation and quality standards to senior ministry officials.
Cambodian Policy Support and Sector Growth
During the discussions, H.E. Hean Sahib emphasized the Royal Government of Cambodia’s (RGC) ongoing commitment to developing its national automotive industry through targeted incentive frameworks:
- Industrial Policy Revisions: Cambodia has completed the evaluation of its Industrial Development Policy 2015–2025 and is currently formulating a new policy framework for 2026–2035 aimed at further enhancing competitive incentives for vehicle assembly investments.
- Sector Momentum: Cambodia currently hosts 13 operational vehicle assembly and manufacturing projects, reflecting growing industrial momentum.
- Economic Benefits: Ministry officials encouraged GAZ Group to conduct formal feasibility studies, noting that localized production would drive economic diversification, technical skills transfer, and skilled job creation.
Sustained High-Level Engagement
This latest development builds upon previous high-level talks held on the sidelines of the ASEAN-Russia Commemorative Summit in Kazan, where Prime Minister Samdech Thipadei Hun Manet met with GAZ Group Export Director Dolgov Leonid. During those discussions, the Prime Minister welcomed GAZ Group’s interest and encouraged the automaker to integrate Cambodia into regional supply chains under the government’s “Plus One Strategy”.
